A BILL 
To promote military service through enhanced recruiting 
efforts, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Military Service Pro-4
motion Act of 2023’’. 5
SEC. 2. INCREASED ACCESS TO POTENTIAL RECRUITS AT 6
SECONDARY SCHOOLS. 7
Section 503(c) of title 10, United States Code, is 8
amended— 9
(1) in paragraph (1)(A)— 10

(A) in clause (i), by striking ‘‘; and’’ and 1
inserting a semicolon; 2
(B) by redesignating clause (ii) as clause 3
(iii); 4
(C) by inserting after clause (i) the fol-5
lowing new clause: 6
‘‘(ii) shall provide to military recruiters access 7
to career fairs or similar events upon a request made 8
by military recruiters for military recruiting pur-9
poses; and’’; and 10
(D) in clause (iii), as redesignated by sub-11
paragraph (B), by inserting ‘‘, not later than 12
60 days after receiving such request,’’ after 13
‘‘provide’’; 14
(2) by redesignating paragraph (6) as para-15
graph (7); and 16
(3) by inserting after paragraph (5) the fol-17
lowing new paragraph: 18
‘‘(6) The Secretary of Defense shall submit an annual 19
report to Congress not later than February 1 each cal-20
endar year, detailing each notification of denial of recruit-21
ing access issued under paragraph (3).’’. 22

SEC. 3. INCREASED ACCESS TO POTENTIAL RECRUITS AT 1
INSTITUTIONS OF HIGHER EDUCATION. 2
Section 983(b) of title 10, United States Code, is 3
amended— 4
(1) in paragraph (1), by striking ‘‘; or’’ and in-5
serting a semicolon; 6
(2) in paragraph (2)— 7
(A) by striking ‘‘to the following informa-8
tion pertaining’’ and inserting ‘‘, with respect’’; 9
(B) by striking ‘‘institution):’’ and insert-10
ing ‘‘institution)—’’ 11
(C) in subparagraph (A)— 12
(i) by striking ‘‘Names’’ and inserting 13
‘‘names’’; and 14
(ii) by striking ‘‘telephone listings.’’ 15
and inserting ‘‘telephone listings, which in-16
formation shall be made available not later 17
than the 60th day following the date of a 18
request; and’’; and 19
(D) in subparagraph (B)— 20
(i) by striking ‘‘Date’’ and inserting 21
‘‘date’’; and 22
(ii) by striking the period at the end 23
and inserting ‘‘; or’’; and 24
(3) by adding at the end the following new 25
paragraph: 26

‘‘(3) access by military recruiters for purposes 1
of military recruiting to lists of students (who are 17 2
years of age or older) not returning to the institu-3
tion after having been enrolled during the previous 4
semester, together with student recruiting informa-5
tion and the reason why the student did not return, 6
if collected by the institution.’’. 7
SEC. 4. STUDY ON EXPANSION OF THE FUTURE SOLDIER 8
PREPARATORY COURSE PILOT PROGRAM. 9
(a) I
NGENERAL.—Not later than 45 days after the 10
date of enactment of this Act, the Under Secretary of De-11
fense for Personnel and Readiness shall submit to the con-12
gressional defense committees a report on the Army’s Fu-13
ture Soldier Preparatory Course pilot program. 14
(b) E
LEMENTS.—The report required under sub-15
section (a) shall include the following elements: 16
(1) An assessment of the performance of the 17
program in preparing interested individuals to meet 18
the Army’s physical fitness and academic accession 19
standards. 20
(2) An assessment of whether the program 21
should be expanded to include additional locations. 22
(3) An assessment of whether the Navy, the 23
Marine Corps, the Air Force, or the Space Force 24
should create similar programs to engage and pre-25

(c) C
ONGRESSIONAL DEFENSECOMMITTEESDE-4
FINED.—In this section, the term ‘‘congressional defense 5
committees’’ has the meaning given the term in section 6
101(a)(16) of title 10, United States Code. 7
