To amend title 38, United States Code, to improve the
Department of Veterans Affairs-Department of Defense
Joint Executive Committee, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Ensuring Interagency 4
Cooperation to Support Veterans Act of 2023’’. 5

SEC. 2. IMPROVEMENTS TO DEPARTMENT OF VETERANS 1
AFFAIRS-DEPARTMENT OF DEFENSE JOINT 2
EXECUTIVE COMMITTEE. 3
Section 320 of title 38, United States Code, is 4
amended— 5
(1) in subsection (a)— 6
(A) in paragraph (2)— 7
(i) in subparagraph (A), by striking ‘‘; 8
and’’ and inserting a semicolon; 9
(ii) in subparagraph (B), by striking 10
the period at the end and inserting a semi-11
colon; and 12
(iii) by adding at the end the fol-13
lowing new subparagraphs: 14
‘‘(C) the Assistant Secretary of Labor for Vet-15
erans’ Employment and Training and such other of-16
ficers and employees of the Department of Labor as 17
the Secretary of Labor may designate; and 18
‘‘(D) such officers and employees of other Exec-19
utive agencies as the Secretary of Veterans Affairs 20
and the Secretary of Defense jointly determine, with 21
the consent of the heads of the Executive agencies 22
of such officers and employees, necessary to carry 23
out the goals and objectives of the Committee.’’; 24
(B) by adding at the end the following new 25
paragraph: 26

‘‘(3) The co-chairs of the Committee are the Deputy 1
Secretary of Veterans Affairs and the Under Secretary of 2
Defense for Personnel and Readiness.’’; 3
(2) in subsection (b)(2), by striking ‘‘Job 4
Training and Post-Service Placement Executive 5
Committee’’ and inserting ‘‘Transition Executive 6
Committee’’; 7
(3) in subsection (d), by adding at the end the 8
following new paragraph: 9
‘‘(6) Develop, implement, and oversee such 10
other joint actions, initiatives, programs, and policies 11
as the two Secretaries determine appropriate and 12
consistent with the purpose of the Committee.’’; and 13
(4) in subsection (e)— 14
(A) in the subsection heading, by striking 15
‘‘J
OBTRAINING AND POST-SERVICEPLACE-16
MENT’’ and inserting ‘‘TRANSITION’’; 17
(B) in the matter before paragraph (1)— 18
(i) by striking ‘‘Job Training and 19
Post-Service Placement’’ and inserting 20
‘‘Transition’’; and 21
(ii) by inserting ‘‘, in addition to such 22
other activities as may assigned to the 23
committee under subsection (d)(6)’’ after 24
‘‘shall’’; and 25
