To provide for opt-out sharing of information on members
retiring or separating from the Armed Forces with com-
munity-based organizations and related entities.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Welcome Home Vet-4
erans Act of 2023’’. 5

SEC. 2. OPT-OUT SHARING OF INFORMATION ON MEMBERS 1
RETIRING OR SEPARATING FROM THE 2
ARMED FORCES WITH COMMUNITY-BASED 3
ORGANIZATIONS AND RELATED ENTITIES. 4
Section 570F of the National Defense Authorization 5
Act for Fiscal Year 2020 (Public Law 116–92; 10 U.S.C. 6
1142 note) is amended— 7
(1) in subsection (c)— 8
(A) by striking ‘‘out the form to indicate 9
an email address’’ and inserting the following: 10
‘‘out the form to indicate— 11
‘‘(1) an email address; and’’; and 12
(B) by adding at the end the following new 13
paragraph: 14
‘‘(2) if the individual would like to opt-out of 15
the transmittal of the individual’s information to 16
and through a State veterans agency as described in 17
subsection (a).’’; and 18
(2) by amending subsection (d) to read as fol-19
lows: 20
‘‘(d) O
PT-OUT OFINFORMATIONSHARING.—Infor-21
mation on an individual shall be transmitted to and 22
through a State veterans agency as described in subsection 23
(a) unless the individual indicates pursuant to subsection 24
