To amend the Federal Crop Insurance Act to promote crop
insurance support for beginning farmers and ranchers,
and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Crop Insurance for 4
Future Farmers Act of 2023’’. 5
SEC. 2. CROP INSURANCE SUPPORT FOR BEGINNING FARM-6
ERS AND RANCHERS. 7

(1) IN GENERAL.—Section 502(b)(3) of the 1
Federal Crop Insurance Act (7 U.S.C. 1502(b)(3)) 2
is amended by striking ‘‘5’’ and inserting ‘‘10’’. 3
(2) C
ONFORMING AMENDMENT .—Section 4
522(c)(7) of the Federal Crop Insurance Act (7 5
U.S.C. 1522(c)(7)) is amended by striking subpara-6
graph (F). 7
(b) I
NCREASE INASSISTANCE.—Section 508(e)(8) of 8
the Federal Crop Insurance Act (7 U.S.C. 1508(e)(8)) is 9
amended— 10
(1) by striking ‘‘Notwithstanding’’ and insert-11
ing the following: 12
‘‘(A) I
N GENERAL.—Notwithstanding’’; 13
(2) in subparagraph (A) (as so designated), by 14
striking ‘‘is 10 percentage points greater than’’ and 15
inserting ‘‘is the amount of percentage points speci-16
fied in subparagraph (B) greater than’’; and 17
(3) by adding at the end the following: 18
‘‘(B) P
ERCENTAGE POINTS ADJUST -19
MENTS.—The percentage points referred to in 20
subparagraph (A) are the following: 21
‘‘(i) For each of the first and second 22
reinsurance years that a beginning farmer 23
or rancher participates as a beginning 24

farmer or rancher in the applicable policy 1
or plan of insurance, 15 percentage points. 2
‘‘(ii) For the third reinsurance year 3
that a beginning farmer or rancher partici-4
pates as a beginning farmer or rancher in 5
the applicable policy or plan of insurance, 6
13 percentage points. 7
‘‘(iii) For the fourth reinsurance year 8
that a beginning farmer or rancher partici-9
pates as a beginning farmer or rancher in 10
the applicable policy or plan of insurance, 11
11 percentage points. 12
‘‘(iv) For each of the fifth through 13
tenth reinsurance years that a beginning 14
farmer or rancher participates as a begin-15
ning farmer or rancher in the applicable 16
policy or plan of insurance, 10 percentage 17
points.’’. 18
