To amend title 10, United States Code, to modify the Con-
tested Logistics Working Group of the Department of
Defense.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Strategic Defense Lo-4
gistics Improvement Act of 2023’’. 5
SEC. 2. MODIFICATIONS TO THE CONTESTED LOGISTICS 6
WORKING GROUP OF THE DEPARTMENT OF 7
DEFENSE. 8
(a) E
XPANSION OFWORKINGGROUP.— 9

(1) IN GENERAL.—Paragraph (3) of section 1
2926(d) of title 10, United States Code, is amended 2
by adding at the end the following new subpara-3
graph: 4
‘‘(D) A representative appointed by the Under 5
Secretary of Defense for Acquisition and 6
Sustainment from each of the following: 7
‘‘(i) The Defense Logistics Agency. 8
‘‘(ii) The Strategic Capabilities Office. 9
‘‘(iii) The Defense Advanced Research 10
Projects Agency. 11
‘‘(iv) The Office of the Under Secretary of 12
Defense for Research and Engineering.’’. 13
(2) T
IMING.—Not later than 60 days after the 14
date of the enactment of this Act, the Under Sec-15
retary of Defense for Acquisition and Sustainment 16
shall appoint the additional members of the working 17
group required under paragraph (3)(D) of such sec-18
tion, as added by paragraph (1) of this subsection. 19

EETINGS.—Such section is further amended by 20
adding at the end the following new paragraph: 21
‘‘(6) The working group under paragraph (1) shall 22
meet not less frequently than quarterly.’’. 23

EPORTS.—Such section is further amended by 24
adding at the end the following new paragraph: 25

‘‘(7) Not later than February 1 of each year, the 1
working group under paragraph (1) shall submit to the 2
congressional defense committees a report that contains 3
a description of any shortfalls in personnel, equipment, in-4
frastructure, energy and storage, or capabilities required 5
to support the operational plans of the Department of De-6
fense.’’. 7
