A BILL 
To impose sanctions with respect to the Supreme Leader 
of Iran and the President of Iran and their respective 
offices for human rights abuses and support for ter-
rorism. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Mahsa Amini Human 4
rights and Security Accountability Act’’ or the ‘‘MAHSA 5
Act’’. 6

SEC. 2. IMPOSITION OF SANCTIONS WITH RESPECT TO THE 1
OFFICES OF THE SUPREME LEADER AND 2
PRESIDENT OF IRAN AND AFFILIATED PER-3
SONS. 4
(a) I
NGENERAL.— 5
(1) D
ETERMINATION AND REPORT RE -6
QUIRED.—Not later than 90 days after the date of 7
the enactment of this Act, and annually thereafter, 8
the President shall— 9
(A) determine whether each foreign person 10
described in subsection (b) meets the criteria 11
for imposition of sanctions under one or more 12
of the sanctions programs and authorities listed 13
in paragraph (2); 14
(B) impose applicable sanctions with re-15
spect to any foreign person determined to meet 16
the criteria for imposition of sanctions pursuant 17
to subparagraph (A) under the sanctions pro-18
grams and authorities listed in subparagraph 19
(A) or (F) of paragraph (2); 20
(C) pursue applicable sanctions with re-21
spect to any foreign person determined to meet 22
the criteria for imposition of sanctions pursuant 23
to subparagraph (A) under the sanctions pro-24
grams and authorities listed in subparagraph 25
(B), (C), (D), or (E) of paragraph (2); and 26

(D) submit to the appropriate congres-1
sional committees a report containing— 2
(i) a list of all foreign persons de-3
scribed in subsection (b) that meet the cri-4
teria for imposition of sanctions under one 5
or more of the sanctions programs and au-6
thorities listed in paragraph (2); and 7
(ii) for each foreign person identified 8
pursuant to clause (i)— 9
(I) a list of each sanctions pro-10
gram or authority listed in paragraph 11
(2) for which the person meets the 12
criteria for imposition of sanctions; 13
(II) a statement of which, if any, 14
of the sanctions authorized by any of 15
the sanctions programs and authori-16
ties identified pursuant to subclause 17
(I) have been imposed or will be im-18
posed within 30 days of the submis-19
sion of the report; and 20
(III) with respect to which any of 21
the sanctions authorized by any of the 22
sanctions programs and authorities 23
identified pursuant to subclause (I) 24
have not been imposed and will not be 25

imposed within 30 days of the submis-1
sion of the report— 2
(aa) the specific authority 3
under which otherwise applicable 4
sanctions are being waived, have 5
otherwise been determined not to 6
apply, or are not being imposed; 7
and 8
(bb) a complete justification 9
of the decision to waive or other-10
wise not apply the sanctions au-11
thorized by such sanctions pro-12
grams and authorities. 13
(2) S
ANCTIONS PROGRAMS AND AUTHORITIES 14
LISTED.—The sanctions programs and authorities 15
listed in this paragraph are sanctions programs and 16
authorities pursuant to the following: 17
(A) Section 105(c) of the Comprehensive 18
Iran Sanctions, Accountability, and Divestment 19
Act of 2010 (22 U.S.C. 8514(c)). 20
(B) Executive Order 13553 (50 U.S.C. 21
1701 note; relating to blocking property of cer-22
tain persons with respect to serious human 23
rights abuses by the Government of Iran). 24

(C) Executive Order 13224 (50 U.S.C. 1
1701 note; relating to blocking property and 2
prohibiting transactions with persons who com-3
mit, threaten to commit, or support terrorism). 4
(D) Executive Order 13818 (50 U.S.C. 5
1701 note; relating to blocking the property of 6
persons involved in serious human rights abuse 7
or corruption). 8
(E) Executive Order 13876 (50 U.S.C. 9
1701 note; relating to imposing sanctions with 10
respect to Iran). 11
(F) Section 7031(c) of the Department of 12
State, Foreign Operations, and Related Pro-13
grams Appropriations Act, 2023 (division K of 14
Public Law 117–328). 15
(3) F
ORM OF REPORT.—The report required by 16
paragraph (1)(D) shall be submitted in an unclassi-17
fied form but may contain a classified annex pro-18
vided separately containing additional contextual in-19
formation pertaining to justification for the issuance 20
of any waiver issued, as described in paragraph 21
(1)(D)(ii). The unclassified portion of such report 22
shall be made available on a publicly available inter-23
net website of the Federal Government. 24

(b) FOREIGNPERSONSDESCRIBED.—The foreign 1
persons described in this subsection are the following: 2
(1) The Supreme Leader of Iran and any offi-3
cial in the Office of the Supreme Leader of Iran. 4
(2) The President of Iran and any official in 5
the Office of the President of Iran or the President’s 6
cabinet, including cabinet ministers and executive 7
vice presidents. 8
(3) Any entity, including foundations and eco-9
nomic conglomerates, overseen by the Office of the 10
Supreme Leader of Iran that is complicit in financ-11
ing or resourcing of human rights abuses or support 12
for terrorism. 13
(4) Any official of any entity owned or con-14
trolled by the Supreme Leader of Iran or the Office 15
of the Supreme Leader of Iran. 16
(5) Any person determined by the President— 17
(A) to be a person appointed by the Su-18
preme Leader of Iran, the Office of the Su-19
preme Leader of Iran, the President of Iran, or 20
the Office of the President of Iran to a position 21
as a state official of Iran, or as the head of any 22
entity located in Iran or any entity located out-23
side of Iran that is owned or controlled by one 24
or more entities in Iran; 25

(B) to have materially assisted, sponsored, 1
or provided financial, material, or technological 2
support for, or goods or services to or in sup-3
port of, any person the property and interests 4
in property of which are blocked pursuant to 5
any sanctions program or authority listed in 6
subsection (a)(2); 7
(C) to be owned or controlled by, or to 8
have acted or purported to act for or on behalf 9
of, directly or indirectly, any person the prop-10
erty and interests in property of which are 11
blocked pursuant to any sanctions program or 12
authority listed in subsection (a)(2); or 13
(D) to be a member of the board of direc-14
tors or a senior executive officer of any entity 15
the property and interests in property of which 16
are blocked pursuant to any sanctions program 17
or authority listed in subsection (a)(2). 18
(c) C
ONGRESSIONALOVERSIGHT.— 19
(1) I
N GENERAL.—Not later than 60 days after 20
receiving a request from the chairman and ranking 21
member of one of the appropriate congressional com-22
mittees with respect to whether a foreign person 23
meets the criteria of a person described in sub-24
section (b)(5), the President shall— 25

(A) determine if the person meets such cri-1
teria; and 2
(B) submit an unclassified report, with a 3
classified annex provided separately if needed, 4
to such chairman and ranking member with re-5
spect to such determination that includes a 6
statement of whether or not the President im-7
posed or intends to impose sanctions with re-8
spect to the person pursuant to any sanctions 9
program or authority listed in subsection (a)(2). 10
(2) A
PPROPRIATE CONGRESSIONAL COMMIT -11
TEES DEFINED.—In this subsection, the term ‘‘ap-12
propriate congressional committees’’ means— 13
(A) the Committee on Foreign Relations of 14
the Senate; and 15
(B) the Committee on Foreign Affairs of 16
the House of Representatives. 17
SEC. 3. SEVERABILITY. 18
If any provision of this Act, or the application of such 19
provision to any person or circumstance, is found to be 20
unconstitutional, the remainder of this Act, or the applica-21
tion of that provision to other persons or circumstances, 22
shall not be affected. 23
