To authorize major medical facility projects for the Depart-
ment of Veterans Affairs for fiscal year 2023, and for 
other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Fiscal Year 2023 Vet-4
erans Affairs Major Medical Facility Authorization Act’’. 5
SEC. 2. AUTHORIZATION OF MAJOR MEDICAL FACILITY 6
PROJECTS OF DEPARTMENT OF VETERANS 7
AFFAIRS FOR FISCAL YEAR 2023. 8
(a) I
NGENERAL.—The Secretary of Veterans Affairs 9
may carry out the following major medical facility projects 10

in fiscal year 2023 at the locations specified and in an 1
amount for each project not to exceed the amount speci-2
fied for such location: 3
(1) Construction of a community-based out-4
patient clinic and national cemetery in Alameda, 5
California, in an amount not to exceed 6
$395,000,000. 7
(2) Construction of a community living center 8
and renovation of domiciliary and outpatient facili-9
ties in Canandaigua, New York, in an amount not 10
to exceed $506,400,000. 11
(3) Construction of a new health care center in 12
El Paso, Texas, in an amount not to exceed 13
$700,000,000. 14
(4) Seismic upgrade and specialty care improve-15
ments in Fort Harrison, Montana, in an amount not 16
to exceed $88,600,000. 17
(5) Realignment and closure of the Livermore 18
campus in Livermore, California, in an amount not 19
to exceed $490,000,000. 20
(6) Construction of a new medical facility in 21
Louisville, Kentucky, in an amount not to exceed 22
$1,013,000,000. 23

(7) Seismic retrofit and renovation of buildings 1
100 and 101 in Portland, Oregon, in an amount not 2
to exceed $523,000,000. 3
(8) Replacement of the VA Sierra Nevada 4
Health Care System Medical Center in Reno, Ne-5
vada, in an amount not to exceed $223,800,000. 6

UTHORIZATION OFAPPROPRIATIONS.—There is 7
authorized to be appropriated to the Secretary of Veterans 8
Affairs for fiscal year 2023 or the year in which funds 9
are appropriated for the Construction, Major Projects ac-10
count, $3,939,800,000 for the projects authorized in sub-11
section (a). 12
