A BILL
To require the Secretary of Transportation to develop guide-
lines and best practices for local evacuation route plan-
ning, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Emergency Vehicle and 4
Community Planning Act’’ or the ‘‘EVAC Planning Act’’. 5
SEC. 2. EVACUATION ROUTE PLANNING. 6
Not later than 1 year after the date of enactment 7
of this Act, the Secretary of Transportation, in consulta-8
tion with the Administrator of the Federal Highway Ad-9

ministration and the Administrator of the Federal Emer-1
gency Management Agency, shall develop and publicly dis-2
seminate guidelines and best practices for States, terri-3
tories, Indian Tribes, and units of local government to use 4
when conducting transportation infrastructure planning to 5
ensure necessary considerations for local evacuation route 6
planning, including the routing of emergency response 7
supplies, equipment, and workers, as part of natural dis-8
aster preparedness efforts. 9
