CISA EDUCATION AND TRAINING PROGRAMS AND 6 RESOURCES. 7 (a) I NGENERAL.—Subtitle D of title XIII of the 8 Homeland Security Act of 2002 is amended by adding at 9 the end the following new section: 10 ‘‘SEC. 1334. CISA EDUCATION AND TRAINING PROGRAMS 11 AND RESOURCES. 12 ‘‘(a) E XPANDINGEDUCATION AND TRAININGPRO-13 GRAMS AND RESOURCES TO COMMUNITYCOLLEGES, 14 T ECHNICALSCHOOLS, ANDOTHERINSTITUTIONS OF 15 H IGHEREDUCATION OFFERING TWO-YEARPRO-16 GRAMS.— 17 ‘‘(1) S TUDENT QUALIFICATIONS .— 18 ‘‘(A) I N GENERAL.—The Director of the 19 Cybersecurity and Infrastructure Security 20 Agency (CISA) of the Department shall seek to 21 enter into partnerships or other arrangements 22 with community colleges (as such term is de-23 fined in section 5002 of the William M. Such programs shall be known as the 9 ‘Providing Individuals Various Opportunities 10 for Technical Training to Build a Skills-Based 11 Cyber Workforce Program’ or the ‘PIVOTT 12 Program’ (in this section referred to as the 13 ‘Program’). 14 ‘‘(B) E LIGIBILITY.—The following cat-15 egories of students are eligible to participate in 16 the Program: 17 ‘‘(i) Students enrolled in but who have 18 not yet started a two-year cyber or cyber- 19 relevant associate’s degree program or 20 comparable technical certification, as de-21 termined by the Director of CISA, at a 22 participating institution. 23 ‘‘(ii) Students currently enrolled in 24 their first semester of a two-year cyber or 25 VerDate Sep 11 2014 21:31 Feb 20, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H1000.IH H1000 ssavage on LAPJG3WLY3PROD with BILLS 4 •HR 1000 IH cyber-relevant associate’s degree program 1 or comparable technical certification, as 2 determined by the Director of CISA, at a 3 participating institution. 4 ‘‘(iii) Students identified by the Direc-5 tor of CISA who are eligible and qualified 6 to enroll in a two-year degree cyber or 7 cyber-relevant associate’s program or com-8 parable technical certification at a partici-9 pating institution, such as individuals who 10 are pursuing a career change, have a high 11 school diploma or equivalent, or would be 12 considered entry-level. 13 ‘‘(iv) Students enrolled in technical 14 certifications at participating institutions 15 that are less than two years to complete 16 but align with Tasks, Knowledge, and 17 Skills (TKS), as defined by the National 18 Initiative for Cybersecurity Education 19 (NICE) Cybersecurity Workforce Frame-20 work (NIST Special Publication 800–181, 21 revision 1), and prepare students to serve 22 in Federal, State, local, Tribal, or terri-23 torial government cyber or cyber-relevant 24 roles. 25 VerDate Sep 11 2014 22:06 Feb 20, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H1000.IH H1000 ssavage on LAPJG3WLY3PROD with BILLS 5 •HR 1000 IH ‘‘(C) SCHOLARSHIPS.—The Secretary, act-1 ing through the Director of CISA, shall provide 2 students participating in the Program with full 3 tuition scholarships, including academic fees, 4 lab fees, travel, lodging, per diem, stipends, in-5 ternship costs, costs associated with virtual par-6 ticipation, certification testing fees, and any 7 other expenses the Director determines nec-8 essary to complete any requirement under the 9 Program, including for participation in one in- 10 person exercise in accordance with paragraph 11 (3)(B), including travel, lodging, meals, in-per-12 son or in-laboratory post-course assessments 13 fees, and other necessary expenses as deter-14 mined by the Director. 15 ‘‘(D) S ERVICE OBLIGATION.— 16 ‘‘(i) I N GENERAL.—Students who par-17 ticipate in and complete the Program shall 18 fulfill a two-year service obligation in a 19 cyber role, as defined by the National Ini-20 tiative for Cybersecurity Education 21 (NICE) Cybersecurity Workforce Frame-22 work (NIST Special Publication 800–181, 23 revision 1) or the Department of Defense 24 Cyber Workforce Framework, or a cyber- 25 VerDate Sep 11 2014 21:31 Feb 20, 2025 Jkt 059200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H1000.IH H1000 ssavage on LAPJG3WLY3PROD with BILLS 6 •HR 1000 IH relevant role, to advance the cyber mission 1 of an executive agency (as such term is de-2 fined in section 105 of title 5, United 3 States Code) or a State, local, Tribal, or 4 territorial government. 5 ‘‘(ii) E XCEPTION.—The service obliga-6 tion specified in clause (i) shall not apply 7 to students who— 8 ‘‘(I) have completed a term of 9 service in the Armed Forces that is 10 equal to the service obligation speci-11 fied in clause (i); 12 ‘‘(II) are currently serving in the 13 Armed Forces; or 14 ‘‘(III) pursue service in the 15 Armed Forces in a cyber or cyber-rel-16 evant role during or immediately after 17 completion of the Program. 18 ‘‘(iii) D ELAYED SERVICE.—Students 19 who, immediately after completion of the 20 Program, enroll in a four-year degree pro-21 gram may complete the service obligation 22 specified in clause (i) after receiving such 23 four-year degree. 24 ‘‘(E) P ROGRAM COMPLETION TIMELINE .— 25 VerDate Sep 11 2014 21:31 Feb 20, 2025 Jkt 059200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\H1000.IH H1000 ssavage on LAPJG3WLY3PROD with BILLS 7 •HR 1000 IH ‘‘(i) IN GENERAL.—Students shall 1 complete participation in the Program 2 within four years of starting the Program, 3 or pursuant to participating institution 4 rules if such rules are in effect at the time 5 such a student begins such participation. 6 ‘‘(ii) P ROCESS FOR UPDATED COM -7 PLETION TIMELINE.—A student who expe-8 riences extreme hardship during participa-9 tion in the Program may submit to the Di-10 rector of CISA an application to waive the 11 application of the timeline specified in 12 clause (i). The Director, in consultation 13 with the appropriate participating institu-14 tion, shall determine on a case-by-case 15 basis whether such student may be granted 16 additional time to complete the Program. 17 ‘‘(2) I NSTITUTIONAL REQUIREMENTS .—A com-18 munity college, technical school, or other institution 19 of higher education is eligible to participate in the 20 Program if such college or in-person course offerings at such a 3 college or school aligns with pathways as de-4 fined by the National Initiative for Cybersecu-5 rity Education (NICE) Cybersecurity Work-6 force Framework (NIST Special Publication 7 800–181, revision 1), and the presence of a cy-8 bersecurity clinic on campus. 9 ‘‘(3) P ROGRAM COMPONENTS .— 10 ‘‘(A) I N GENERAL.—In accordance with 11 subparagraph (C), students participating in the 12 Program shall complete a minimum of four eli-13 gible skills-based exercises described in subpara-14 graph (B). 15 ‘‘(B) E LIGIBLE SKILLS-BASED EXER -16 CISES.—Eligible skills-based exercises described 17 in this subparagraph may include the following: 18 ‘‘(i) Laboratory work. 19 ‘‘(ii) Competitions such as 20 hackathons, challenges, and capture the participating 4 institutions to provide at least one skills- 5 based exercise under subparagraph (A) 6 each semester. 7 ‘‘(ii) S TUDENT REQUIREMENTS .—Stu-8 dents participating in the Program shall 9 complete at least one of the four skills- 10 based exercises under subparagraph (A) 11 in-person. 12 ‘‘(iii) A DMINISTRATION OF EXER -13 CISES.—The Director of CISA, in coordi-14 nation with participating institutions, shall 15 offer at least one in-person skills-based ex-16 ercise to Program participants every two 17 years. 18 ‘‘(iv) C OORDINATION.—The Director 19 of CISA shall coordinate and may jointly 20 offer the skills-based exercises under sub-21 paragraph (A) with the following: 22 ‘‘(I) Other Federal agencies, such 23 as the Department of Defense, the 24 Federal National Security Agency, and the Of-1 fice of the National Cyber Director, as 2 appropriate. 3 ‘‘(II) Non-Federal entities with 4 cyber or cyber-relevant expertise, in-5 cluding cybersecurity clinics. 6 ‘‘(v) E XCEPTION.—A student partici-7 pating in the Program who is unable to 8 complete a skills-based exercise under sub-9 paragraph (A) may submit to the partici-10 pating institution a proposal for a com-11 parable skills-based exercise, as determined 12 by the Director of CISA. 13 ‘‘(D) I NTERNSHIPS.— 14 ‘‘(i) I N GENERAL.—The Director of 15 CISA and participating institutions shall, 16 as a core requirement of the Program, co-17 ordinate with appropriate entities to place 18 students participating in the Program in 19 an approved cyber or cyber-relevant intern-20 ship, as considered to 3 be a high-risk sector, as determined 4 by the Director of CISA. 5 ‘‘(III) A Federal department or 6 agency, including with the CISA Re-7 gional Security Advisors program. 8 ‘‘(ii) P RIORITIZATION.—A student 9 who has communicated in writing to the 10 Director of CISA or the participating insti-11 tution during the internship placement 12 process that such student intends to serve 13 in a Federal Government position beyond 14 the obligations of the student under para-15 graph (1)(D) shall be prioritized for Fed-16 eral cyber internship opportunities that re-17 quire a security clearance. 18 ‘‘(iii) C URRENT FEDERAL EMPLOY -19 EES.—The Director of CISA shall coordi-20 nate with the heads of appropriate Federal 21 agencies to establish an approved cyber or 22 cyber-relevant one year before an appropriate stu-4 dent under this subparagraph completes 5 participation in the Program, the process 6 to provide such student with an appro-7 priate security clearance. 8 ‘‘(4) O UTREACH INITIATIVES.— 9 ‘‘(A) CISA.—The Director of CISA 10 shall— 11 ‘‘(i) conduct regional outreach initia-12 tives, including at institutions designated 13 as National Centers of Academic Excel-14 lence in Cybersecurity (NCAE–C), and 15 provide informational materials about the 16 Program— 17 ‘‘(I) at each CISA regional office; 18 and 19 ‘‘(II) to industry partners to pro-20 mote the Program; and 21 ‘‘(ii) seek to engage with industry 22 stakeholders to produce an annual report 23 on industry-relevant skills intended to in-24 form the skills-based exercises offered in 25 VerDate Sep 11 an advisory committee, estab-2 lished by the Director of CISA and com-3 prised of university-level educators. 4 ‘‘(B) R ECRUITMENT FAIR.—The Director 5 of CISA, in coordination with the National 6 Cyber Director, shall host a voluntary Federal 7 Government recruitment fair that includes Fed-8 eral Government agency representatives who 9 seek to recruit for open cybersecurity positions 10 each fiscal year. Information regarding such 11 fair shall be posted on a dedicated job board 12 hosted by CISA. Each such fair may be hosted 13 online or in-person at a minimum of five Pro-14 gram participating institutions. 15 ‘‘(5) P ROGRAM COMPLETION BENEFITS .— 16 ‘‘(A) D ATABASE.—The Director of CISA, 17 leveraging existing educational content reposi-18 tories, shall maintain an online database of 19 cyber training and education resources, mapped 20 to job roles set forth in the National Initiative 21 for Cybersecurity Education (NICE) Cybersecu-22 rity Workforce Framework (NIST Special Pub-23 lication 800–181, revision 1), and Federal job 24 opportunities in cyber or cyber-relevant fields. 25 VerDate Sep 11 2014 21:31 Feb 20, 2025 Jkt 059200 PO 00000 Frm 00013 Fmt 6652 Sfmt 6201 E:\BILLS\H1000.IH H1000 ssavage on LAPJG3WLY3PROD with BILLS 14 •HR 1000 IH Such database shall be available for access, as 1 appropriate, by students who have successfully 2 completed the Program. 3 ‘‘(B) C ERTIFICATION PROGRAM .—The Di-4 rector of CISA shall establish and update annu-5 ally a list of existing cyber certification pro-6 grams developed or offered by entities in the 7 private sector, academia, nonprofits, or other 8 institutions, as determined by the Director. The 9 Secretary, acting through the Director, may 10 fund, through vouchers requested by a student 11 participating in the Program, up to three cer-12 tifications and associated certification examina-13 tions per student from such list for such stu-14 dents who complete the Program within ten 15 years of such completion. 16 ‘‘(C) A DDITIONAL SCHOLARSHIP OPPORTU -17 NITIES FOR STUDENTS WHO COMPLETE THE 18 PROGRAM.—The Director of CISA may select, 19 pursuant to an application process designed by 20 Director, up to ten students per year who com-21 pleted the Program and have been employed by 22 the Federal Government for at least seven years 23 to be eligible for scholarships to be applied to 24 cyber or cyber-relevant degree programs offered 25 VerDate Sep 11 2014 21:31 Feb 20, 2025 Jkt 059200 PO 00000 Frm 00014 Fmt 6652 Sfmt 6201 E:\BILLS\H1000.IH H1000 ssavage on LAPJG3WLY3PROD with BILLS 15 •HR 1000 IH at institutions designated as NCAE–C. Scholar-1 ship amounts under this subparagraph shall be 2 determined by the Director, subject to the avail-3 ability of appropriations for such purpose. 4 ‘‘(6) T ERMS OF PROGRAM SCHOLARSHIP .—A 5 scholarship recipient under this section shall be lia-6 ble to the United States for repayment of a scholar-7 ship awarded to such recipient as provided under 8 subsection (d) if such recipient— 9 ‘‘(A) fails to maintain an acceptable level 10 of academic standing at the participating insti-11 tution, as determined by the Director of CISA; 12 ‘‘(B) is dismissed from the participating 13 institution for disciplinary reasons; 14 ‘‘(C) withdraws from the eligible degree 15 program before completing the Program; 16 ‘‘(D) declares that such recipient does not 17 intend to fulfill the post-award employment ob-18 ligation under this section; or 19 ‘‘(E) fails to maintain or fulfill the post- 20 graduation government service or post-award 21 obligations or requirements of such recipient. 22 ‘‘(7) E XCEPTION.—A student who— 23 ‘‘(A) enlists or commissions in the Armed 24 Forces prior to completion of the Program, or 25 VerDate Sep 11 2014 21:31 Feb 20, 2025 Jkt 059200 PO 00000 Frm 00015 Fmt 6652 Sfmt 6201 E:\BILLS\H1000.IH H1000 ssavage on LAPJG3WLY3PROD with BILLS 16 •HR 1000 IH ‘‘(B) has a documented history of dem-1 onstrated effort to secure a position with a Fed-2 eral, State, local, Tribal, or territorial govern-3 ment within two years after completing the Pro-4 gram but who is not offered such a position, 5 may be, on a case-by-case basis, as determined by 6 the Director, exempted from liability to the United 7 States for repayment of a scholarship awarded to 8 such student. 9 ‘‘(b) M ONITORINGCOMPLIANCE.—As a condition of 10 participation in the Program, a participating institution 11 shall enter into an agreement with the Director of CISA 12 to monitor the compliance of scholarship recipients with 13 respect to their post-award employment obligations. 14 ‘‘(c) A MOUNT OFREPAYMENT.—If a circumstance 15 described in subsection (a)(6) occurs before the completion 16 of one year of a post-scholarship employment obligation 17 under this section, the total amount of scholarship awards 18 received by an individual under this section shall— 19 ‘‘(1) be repaid immediately; or 20 ‘‘(2) be treated as a loan to be repaid in accord-21 ance with subsection (d). 22 ‘‘(d) R EPAYMENTS.—A loan referred to subsection 23 (c) shall— 24 VerDate Sep 11 2014 21:31 Feb 20, 2025 Jkt 059200 PO 00000 Frm 00016 Fmt 6652 Sfmt 6201 E:\BILLS\H1000.IH H1000 ssavage on LAPJG3WLY3PROD with BILLS 17 •HR 1000 IH ‘‘(1) be treated as a Federal Direct Unsub-1 sidized Stafford Loan under part D of subpart 10 2 of chapter 2 of subpart 2 of part A of title IV of 3 the Higher Education Act of 1965 (20 U.S.C. 1087a 4 et seq.); and 5 ‘‘(2) be subject to repayment, together with in-6 terest thereon accruing from the date of the scholar-7 ship award, in accordance with terms and conditions 8 specified by the Secretary (in consultation with the 9 Secretary of Education) in regulations promulgated 10 to carry out this subsection. 11 ‘‘(e) C OLLECTION OFREPAYMENT.— 12 ‘‘(1) I N GENERAL.—If a scholarship recipient is 13 required to repay a scholarship under this section, 14 the Secretary shall— 15 ‘‘(A) determine the repayment amounts 16 and notify such recipient of the amount owed; 17 and 18 ‘‘(B) collect such amount within a period 19 of time as determined by the Secretary, or such 20 amount shall be treated as a loan in accordance 21 with subsection (e). 22 ‘‘(2) R ETURNED TO THE DEPARTMENT .—Ex-23 cept as provided in paragraph (3), any repayment 24 VerDate Sep 11 2014 21:31 Feb 20, 2025 Jkt 059200 PO 00000 Frm 00017 Fmt 6652 Sfmt 6201 E:\BILLS\H1000.IH H1000 ssavage on LAPJG3WLY3PROD with BILLS 18 •HR 1000 IH under this subsection shall be returned to the De-1 partment. 2 ‘‘(3) R ETENTION OF PERCENTAGE .—A partici-3 pating institution may retain a percentage of any re-4 payment such institution collects under this sub-5 section to defray administrative costs associated with 6 the collection of such repayment. The Secretary shall 7 establish a single, fixed percentage applicable to all 8 participating institutions. 9 ‘‘(f) E XCEPTIONS.—The Secretary may provide for 10 the partial or total waiver or suspension of any repayment 11 obligation by an individual under this section whenever 12 compliance by such individual with such obligation is im-13 possible or would involve extreme hardship to the indi-14 vidual. 15 ‘‘(g) T IMELINE FORIMPLEMENTATION.— 16 ‘‘(1) I N GENERAL.—The Director of CISA and 17 participating institutions shall seek to enroll in the 18 Program, subject to the availability of appropria-19 tions, not fewer than 250 students for the first full 20 academic year of the Program that begins one year 21 after the date of the enactment of this section. 22 ‘‘(2) G ROWTH OF PROGRAM .—Beginning with 23 the second full academic year of the Program, the 24 Director of CISA and participating institutions shall 25 VerDate Sep 11 2014 21:31 Feb 20, 2025 Jkt 059200 PO 00000 Frm 00018 Fmt 6652 Sfmt 6201 E:\BILLS\H1000.IH H1000 ssavage on LAPJG3WLY3PROD with BILLS 19 •HR 1000 IH seek to enroll in the Program each full academic 1 year, subject to the availability of appropriations, 2 not fewer than double the number of students en-3 rolled in the immediately preceding full academic 4 year until the number of such students reaches 5 1,000 each full academic year. 6 ‘‘(3) P LAN FOR 10,000 STUDENTS.—Not later 7 than 90 days after the date of the enactment of this 8 section, the Director of CISA and participating in-9 stitutions shall develop a plan, subject to capacity 10 and administrative capabilities, to enroll by not later 11 than ten years after the date of the establishment of 12 the Program at least 10,000 students in the Pro-13 gram each academic year. The Director shall brief 14 the Committee on Homeland Security of the House 15 of Representatives and the Committee on Homeland 16 Security and Government Affairs of the Senate re-17 garding such plan. 18 ‘‘(h) R EPORT ONENROLLMENTGOALS.—If the Di-19 rector of CISA and participating institutions fail in any 20 academic year to meet the minimum quota specified in 21 paragraph (1) or (2), as the case may be, of subsection 22 (g), the Director of CISA shall brief the Committee on 23 Homeland Security of the House of Representatives and 24 the Committee on Homeland Security and Governmental 25 VerDate Sep 11 2014 21:31 Feb 20, 2025 Jkt 059200 PO 00000 Frm 00019 Fmt 6652 Sfmt 6201 E:\BILLS\H1000.IH H1000 ssavage on LAPJG3WLY3PROD with BILLS 20 •HR 1000 IH Affairs of the Senate within 30 days following the conclu-1 sion of such academic year. 2 ‘‘(i) D EFINITIONS.—In this section: 3 ‘‘(1) C YBER-RELEVANT.—The term ‘cyber-rel-4 evant’ means areas of national security that would 5 impact the cyber resiliency of the United States, in-6 cluding relating to operational technology, critical in-7 frastructure, artificial intelligence, quantum com-8 puting, security awareness, or computer science. 9 ‘‘(2) S KILLS-BASED EXERCISES .—The term 10 ‘skills-based exercises’ means condensed programs 11 lasting at least one day that focus on practice and 12 application, rather than research and study.’’. 13 (b) C LERICALAMENDMENT.—The table of contents 14 in section 1(b) of the Homeland Security Act of 2002 is 15 amended by inserting after the item relating to section 16 1333 the following new item: 17 ‘‘Sec. 1334. CISA education and training programs and resources.’’. (c) REVIEW OFCISA EDUCATION, TRAININGPRO-18 GRAMS ANDRESOURCES.—Not later than 90 days after 19 the date of the enactment of this Act, the Director of the 20 Cybersecurity and Infrastructure Security Agency (CISA) 21 of the Department of Homeland Security shall submit to 22 Congress a review of CISA’s education and training pro-23 grams.
