To amend the Endangered Species Act of 1973 to prevent
a species that is not native to the United States from
being listed as an endangered species or a threatened
species, to prohibit certain types of financial assistance,
and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘American Sovereignty 4
and Species Protection Act of 2025’’. 5

AND PROVISION OF CERTAIN FINANCIAL AS-2

(a) L
IMITATION ONLISTING OFNONNATIVESPE-4
CIES.—Section 4(a) of the Endangered Species Act of 5
1973 (16 U.S.C. 1533(a)) is amended by adding at the 6
end the following: 7
‘‘(4) N
ONNATIVE SPECIES.—The Secretary may 8
not determine that a species is an endangered spe-9
cies or a threatened species pursuant to this section 10
if such species is not native to the United States.’’. 11
(b) L
IMITATION ONPROVISION OFCERTAINFINAN-12
CIALASSISTANCE.—Section 8(a) of the Endangered Spe-13
cies Act of 1973 (16 U.S.C. 1537(a)) is amended— 14
(1) by striking ‘‘As a demonstration of’’ and in-15
serting the following: 16
‘‘(1) I
N GENERAL.—As a demonstration of’’; 17
(2) by striking ‘‘(which includes, but is not lim-18
ited to, the acquisition, by lease or otherwise, of 19
lands, waters, or interests therein)’’; and 20
(3) by adding at the end the following: 21
‘‘(2) P
ROHIBITION ON PURCHASING LAND IN A 22
FOREIGN COUNTRY .—No financial assistance pro-23
vided under paragraph (1) may be used to acquire, 24
