To prohibit Federal spending on funding research in China,
and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Stop Funding Our Ad-4
versaries Act of 2023’’. 5
SEC. 2. PROHIBITION ON FUNDING RESEARCH IN CHINA. 6
The Secretary of Defense, the Secretary of Veterans 7
Affairs, the Secretary of Energy, the Administrator of the 8
Environmental Protection Agency, the Secretary of the In-9
terior, the Secretary of Transportation, the Secretary of 10

Health and Human Services, or any other Federal agency 1
may not directly or indirectly conduct or support, through 2
grants, subgrants, contracts, cooperative agreements or 3
other funding vehicles, research that will be conducted 4
by— 5
(1) the Government of the People’s Republic of 6
China or any agent or instrumentality of the Gov-7
ernment of the People’s Republic of China or any 8
entity owned by or controlled by the People’s Repub-9
lic of China; or 10
(2) the Chinese Communist Party or any agent 11
or instrumentality of the Chinese Communist Party 12
or any entity owned by or controlled by the Chinese 13
Communist Party. 14
