To require the Secretary of Education to establish a program 
to provide for antisemitism monitors at institutions of 
higher education. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘College Oversight and 4
Legal Updates Mandating Bias Investigations and Ac-5
countability Act of 2025’’ or the ‘‘COLUMBIA Act of 6
2025’’. 7

SEC. 2. ANTISEMITISM MONITORS. 1
(a) A
UTHORITY.—Not later than 180 days after the 2
date of enactment of this Act, the Secretary of Education 3
shall establish a program to appoint independent, third- 4
party, antisemitism monitors to monitor institutions of 5
higher education that the Secretary has determined, based 6
on data received from the Office for Civil Rights of the 7
Department of Education, have a high incidence of 8
antisemitic activity and that receive funds under the High-9
er Education Act of 1965 (20 U.S.C. 1001 et seq.). The 10
Secretary shall develop an antisemitism monitorship 11
agreement, to be entered into by an antisemitism monitor 12
and an institution of higher education, that designates the 13
terms and conditions of the monitorship and that requires 14
the institution of higher education to provide for the rea-15
sonable expenses of the antisemitism monitor. 16
(b) D
UTIES OFANTISEMITISMMONITOR.—An anti-17
semitism monitor appointed to an institution of higher 18
education by the Secretary of Education shall— 19
(1) operate under the antisemitism monitorship 20
agreement developed by the Secretary and entered 21
into with the institution of higher education; 22
(2) provide quarterly reports, which shall be 23
made publicly available and posted on the website of 24
the institution of higher education and the Depart-25
ment of Education, evaluating the progress that the 26

institution has made toward combating antisemitism 1
on campus; and 2
(3) provide an annual report to Congress, the 3
Secretary of Education, State and local govern-4
ments, as needed, and the institution of higher edu-5
cation, that includes recommendations of actions, 6
policies, and sanctions, as appropriate, to prevent 7
and reduce antisemitism at the institution. 8
(c) D
EFINITION OFINSTITUTION OFHIGHEREDU-9
CATION.—In this section, the term ‘‘institution of higher 10
education’’ has the meaning given such term in section 11
102 of the Higher Education Act of 1965 (20 U.S.C. 12
1002). 13
