EFFECTIVENESS OF LOCAL, STATE, TERRITORY, 1 AND FEDERAL ALERTING SYSTEMS. 2 (a) I NGENERAL.—The Comptroller General of the 3 United States shall conduct a study on the effectiveness 4 of local, State, territory, and Federal emergency alerting 5 systems in disseminating timely and relevant information 6 during weather-related emergencies to help communities 7 develop better policies and procedures for emergency re-8 sponse and enhance public safety in the event of a weath-9 er-related emergency. 10 (b) C ONTENTS.—In conducting the study under sub-11 section (a), the Comptroller General shall— 12 (1) evaluate the efficacy of various alert medi-13 ums, including platforms such as social media, to 14 disseminate emergency alerts, including travel bans 15 and mass power outages, during extreme weather 16 events; 17 (2) assess the extent that guidance and training 18 exists for developing alert content, such as ensuring 19 alerts are clear, relevant, and provide the public with 20 actionable information; and 21 (3) determine whether improvements could be 22 made to public alerting, including outdoor siren sys-23 tems, based on input from a selected sample of 24 emergency managers, local officials, and community 25 groups. 26 VerDate Sep 11 2014 05:29 Mar 05, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1076.IH H1076 kjohnson on DSK7ZCZBW3PROD with $$_JOB 3 •HR 1076 IH (c) REPORT.—Not later than 18 months after the 1 date of enactment of this Act, the Comptroller General 2 shall submit to the Committee on Transportation and In-3 frastructure and the Committee on Homeland Security of 4 the House of Representatives and the Committee on 5 Homeland Security and Governmental Affairs of the Sen-6 ate a report on the study conducted under subsection (a). 7 Æ VerDate Sep 11 2014 05:29 Mar 05, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H1076.IH H1076 kjohnson on DSK7ZCZBW3PROD with $$_JOB
