Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. RESEARCH CENTER FOR DEEP-SPACE AND INTER-1 PLANETARY RESEARCH. 2 (a) I NGENERAL.—The Administrator of the Na-3 tional Aeronautics and Space Administration, using the 4 authority under section 3204(a)(3)(B) of title 10, United 5 States Code, shall— 6 (1) establish a university-affiliated research 7 center to facilitate capabilities in support of the Na-8 tional Aeronautics and Space Administration; 9 (2) use such a university-affiliated research cen-10 ter to fund analyses and engineering support related 11 to cis-lunar and deep-space missions and interplan-12 etary research; and 13 (3) ensure such a university-affiliated research 14 center— 15 (A) is held accountable for the technical 16 quality of the work product developed under 17 this section; and 18 (B) has established expertise in convening 19 academic and private sector groups to facilitate 20 research and private-public partnerships. 21 (b) P OLICIES AND PROCEDURES.—The Adminis-22 trator shall develop and implement policies and procedures 23 to govern, with respect to the establishment of the univer-24 sity-affiliated research center under subsection (a)— 25 (1) the selection of participants; 26 VerDate Sep 11 2014 05:17 Jan 29, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H108.IH H108 kjohnson on DSK7ZCZBW3PROD with $$_JOB 3 •HR 108 IH (2) the award of cooperative agreements or 1 other contracts; 2 (3) the appropriate use of competitive awards 3 and sole source awards; and 4 (4) the technical capabilities required. 5 (c) E LIGIBILITY.—The following entities shall be eli-6 gible to participate in a university-affiliated research cen-7 ter established under subsection (a): 8 (1) An institution of higher education (as such 9 term is defined in section 102 of the Higher Edu-10 cation Act of 1965 (20 U.S.C. 1002)). 11 (2) An operator of a federally funded research 12 and development center. 13 (3) A nonprofit or not-for-profit research insti-14 tution. 15 Æ VerDate Sep 11 2014 05:17 Jan 29, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H108.IH H108 kjohnson on DSK7ZCZBW3PROD with $$_JOB
