SECTION 1. SHORT TITLE. 1
This Act may be cited as the ‘‘Local Opportunities, 2
Conservation, and American Lands Act’’ or the ‘‘LOCAL 3
Act’’. 4
SEC. 2. DEFINITIONS. 5
In this Act: 6
(1) S
ECRETARY.—The term ‘‘Secretary’’ means 7
the Secretary of the Interior. 8
(2) W
ESTERN STATE.—The term ‘‘western 9
State’’ means any of the States of Alaska, Arizona, 10
California, Colorado, Idaho, Montana, Nevada, New 11
Mexico, Oregon, Utah, Washington, or Wyoming. 12
SEC. 3. HEADQUARTERS OFFICE OF THE BUREAU OF LAND 13
MANAGEMENT IN GRAND JUNCTION, COLO-14
RADO. 15
(a) H
EADQUARTERS.—The headquarters for the Bu-16
reau of Land Management shall be located in Grand Junc-17
tion, Colorado. 18
(b) E
MPLOYEESTATIONS.—All Bureau of Land 19
Management employee positions stationed in Grand Junc-20
tion, Colorado on the date of the enactment of this Act 21
shall remain stationed in Grand Junction, Colorado. 22
SEC. 4. STUDY OF RELOCATION OF EXISTING BUREAU OF 23
LAND MANAGEMENT EMPLOYEE POSITIONS. 24
(a) S
TUDYREQUIRED.—The Secretary shall conduct 25
a study on the feasibility of relocating more existing Bu-26

reau of Land Management employee positions to the head-1
quarters in Grand Junction, Colorado or a western State 2
specified by the Secretary and determine amongst other 3
things whether such relocation will improve management 4
of Federal lands, increase coordination with local commu-5
nities, and strengthen tourism, conservation, outdoor 6
recreation, grazing, responsible energy production, or 7
other multiple uses. 8
(b) R
EPORT.—Not later than 365 days after the date 9
of the enactment of this Act, the Secretary shall submit 10
to the Committee on Natural Resources of the House of 11
Representatives and the Committee on Energy and Nat-12
ural Resources of the Senate a report on the study re-13
quired under subsection (a). 14
