To amend title 10, United States Code, to provide for expe-
dited access to certain military installations of the De-
partment of Defense for Members of Congress and cer-
tain Congressional employees. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Congressional Access 4
to Military Posts Act of 2025’’. 5

SEC. 2. EXPEDITED ACCESS TO CERTAIN MILITARY INSTAL-1
LATIONS OF THE DEPARTMENT OF DEFENSE 2
FOR MEMBERS OF CONGRESS AND CERTAIN 3
CONGRESSIONAL EMPLOYEES. 4
Chapter 159 of title 10, United States Code, is 5
amended by adding at the end the following new section: 6
‘‘§ 2698. Expedited access to military installations for 7
Members of Congress and certain Con-8
gressional employees 9
‘‘(a) I
NGENERAL.—Except as provided in subsection 10
(b), the Secretary shall establish procedures to ensure 11
that— 12
‘‘(1) a Member of Congress seeking access to a 13
covered installation is granted such access if such 14
Member presents a covered identification card; and 15
‘‘(2) any Congressional employees accom-16
panying a Member of Congress granted access under 17
paragraph (1) are granted the same access. 18
‘‘(b) P
ROHIBITEDPROCEDURES.—Under such proce-19
dures, the Secretary may not require a Member of Con-20
gress to schedule a grant of access to a covered installation 21
under subsection (a) prior to the arrival of such Member 22
and accompanying Congressional employees, if applicable, 23
at such covered installation. 24

EFINITIONS.—In this section: 25

‘‘(1) The term ‘Congressional employee’ has the 1
meaning given such term in paragraph (5) of section 2
2107 of title 5. 3
‘‘(2) The term ‘covered identification card’ 4
means a valid identification badge issued by the ap-5
propriate office of the House of Representatives or 6
the Senate, as the case may be, which identifies the 7
individual to which such identification badge was 8
issued as a current Member of Congress. 9
‘‘(3) The term ‘covered installation’ means a 10
military installation located in the United States or 11
Guam at which the presentation of an issued De-12
partment of Defense common access card is the sole 13
requirement for a member of the Armed Forces to 14
be granted access to such military installation. 15
‘‘(4) The term ‘Member of Congress’ means— 16
‘‘(A) a Senator; or 17
‘‘(B) a Representative in, or Delegate or 18
Resident Commissioner to, Congress.’’. 19
