agreements, certificates, licenses, and privileges of the United States 
Agency for International Development relating to implementing and ad-
ministering the Food for Peace Act to the Department of Agriculture.

the Speaker, in each case for consideration of such provisions as fall with-
in the jurisdiction of the committee concerned 
A BILL 
To transfer the functions, duties, responsibilities, assets, li-
abilities, orders, determinations, rules, regulations, per-
mits, grants, loans, contracts, agreements, certificates, 
licenses, and privileges of the United States Agency for 
International Development relating to implementing and 
administering the Food for Peace Act to the Department 
of Agriculture. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2

SECTION 1. TRANSFER OF FUNCTIONS. 1
(a) I
NGENERAL.—Beginning on the date of enact-2
ment of this Act, the functions, duties, responsibilities, as-3
sets, liabilities, orders, determinations, rules, regulations, 4
permits, grants, loans, contracts, agreements, certificates, 5
licenses, and privileges of the Administrator of the United 6
States Agency for International Development relating to 7
carrying out any authority under the Food for Peace Act 8
(7 U.S.C. 1691 et seq.) shall be transferred to the Sec-9
retary of Agriculture. 10
(b) R
EFERENCES.—Any reference in any provision of 11
law or regulation to the Administrator or Agency referred 12
to in subsection (a), as applicable, shall be deemed to be 13
a reference to the Secretary of Agriculture or to any de-14
partment or office of the Department of Agriculture to 15
which the Secretary assigns the functions, duties, or re-16
sponsibilities transferred pursuant to this Act, respec-17
tively. 18
(c) R
EGULATIONS.—Notwithstanding any other pro-19
vision of law, the Secretary of Agriculture may implement 20
amendments to a regulation referred to in subsection (a), 21
which shall be published as an interim final rule and may 22
be made effective immediately on publication, to ensure 23
continuity of the applicable program as a result of a trans-24
fer under this Act. 25

(d) AUTHORITIES.—Any existing statutory authori-1
ties available to the Administrator of the United States 2
Agency for International Development that have or could 3
have been used by the Administrator to implement the 4
functions, duties, or responsibilities of the United States 5
Agency for International Development relating to imple-6
menting or administering the Food for Peace Act (7 7
U.S.C. 1691 et seq.) may be exercised by the Secretary 8
of Agriculture. 9
(e) F
AMINEEARLYWARNINGSYSTEMSNETWORK.— 10
Notwithstanding subsection (a), the Secretary of Agri-11
culture shall continue to carry out the Famine Early 12
Warning Systems Network or a successor program, 1 of 13
the purposes of which is to provide objective, evidence- 14
based analyses with respect to potential or existing famine 15
and flood situations to assist the Secretary of Agriculture 16
in mitigating food insecurity. 17
(f) C
ONSULTATION.—The Secretary of Agriculture 18
shall consult with the Secretary of State from time to time 19
in carrying out the authorities under title II of the Food 20
for Peace Act (7 U.S.C. 1721 et seq.). 21
