To support efforts of the governments of Western Hemi-
sphere countries to increase the diversity of their up-
stream supply chains and downstream supply chains. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Semiconductor Supply 4
Chain Security and Diversification Act of 2025’’. 5
SEC. 2. DEFINITIONS. 6
In this Act— 7

(1) the term ‘‘upstream supply chain’’ includes 1
mining, production, or processing of critical minerals 2
used in semiconductor manufacturing, including— 3
(A) zinc; 4
(B) gallium; 5
(C) germanium; 6
(D) silicon; 7
(E) lithium; and 8
(F) cobalt; and 9
(2) the term ‘‘downstream supply chain’’ in-10
cludes— 11
(A) testing and packaging facilities for 12
semiconductors; and 13
(B) advanced testing and packaging facili-14
ties for semiconductors. 15
SEC. 3. SENSE OF CONGRESS; STATEMENT OF POLICY. 16
(a) S
ENSE OFCONGRESS.—It is the sense of Con-17
gress that the United States has an economic and national 18
security interest in diversifying the semiconductor supply 19
chain, specifically by encouraging the development of a re-20
gionally-based semiconductor ecosystems in the Western 21
Hemisphere to compliment the investments in the United 22
States under the CHIPS and Science Act. 23
(b) S
TATEMENT OFPOLICY.—It is the policy of the 24
United States— 25

(1) to promote the security of allies and part-1
ners of the United States by encouraging the devel-2
opment of accessible, transparent, competitive, and 3
robust semiconductor markets that provide diversi-4
fied sources, types, and parts of the semiconductor 5
chip; and 6
(2) to encourage United States public and pri-7
vate sector investment in Latin American semicon-8
ductor infrastructure projects to bridge the gap be-9
tween national security needs and commercial de-10
mand in a way that is consistent with the region’s 11
absorptive capacity. 12
SEC. 4. SUPPORTING EFFORTS OF THE GOVERNMENTS OF 13
WESTERN HEMISPHERE COUNTRIES TO IN-14
CREASE THE DIVERSITY OF THEIR UP-15
STREAM SUPPLY CHAINS AND DOWNSTREAM 16
SUPPLY CHAINS. 17
(a) I
NGENERAL.—In carrying out the policy de-18
scribed in section 3(b), the Secretary of State, in consulta-19
tion with the Secretary of Commerce and the heads of 20
other relevant United States agencies, shall, as appro-21
priate, focus the efforts of the Department of State and 22
those agencies in supporting the efforts of the govern-23
ments of Western Hemisphere countries to increase the 24

diversity of their upstream supply chains and downstream 1
supply chains, including through— 2
(1) providing diplomatic and political support to 3
the Organization of American States and Western 4
Hemisphere governments, as necessary— 5
(A) to facilitate international negotiations 6
concerning cross-border infrastructure; 7
(B) to enhance the Western Hemisphere’s 8
regulatory environment with respect to semi-9
conductors; and 10
(C) to develop accessible, transparent, and 11
competitive supply chain markets and down-12
stream supply chain markets that are supplied 13
by diverse sources, types, and routes of energy; 14
and 15
(2) providing support to improve Western 16
Hemisphere upstream supply chains and down-17
stream supply chains for semiconductors, includ-18
ing— 19
(A) to diversify the sources and supply 20
routes of Western Hemisphere countries; and 21
(B) to enhance semiconductor market inte-22
gration across the regions. 23

(b) TERMS ANDCONDITIONS.—For the purposes of 1
providing support for projects under this section, the fol-2
lowing terms and conditions shall apply: 3
(1) The United States International Develop-4
ment Finance Corporation may provide support for 5
upstream supply chain and downstream supply chain 6
projects in countries in the Western Hemisphere 7
with upper-middle-income economies or high-income 8
economies (as those terms are defined by the World 9
Bank). 10
(2) The restrictions under section 1412(c)(2) of 11
the Better Utilization of Investments Leading to De-12
velopment Act of 2018 (22 U.S.C. 9612(c)(2)) shall 13
not apply. 14
(3) The Corporation shall restrict the provision 15
of such support in a country described in paragraph 16
(1) unless— 17
(A) the President certifies to the appro-18
priate congressional committees that such sup-19
port furthers the national economic or foreign 20
policy interests of the United States; and 21
(B) such support is— 22
(i) designed to produce significant de-23
velopmental outcomes or provide develop-24

mental benefits to the poorest population 1
of that country; or 2
(ii) necessary to preempt or counter 3
efforts by a strategic competitor of the 4
United States to secure significant political 5
or economic leverage or acquire national 6
security-sensitive technologies or infra-7
structure in a country that is an ally or 8
partner of the United States. 9
(c) A
PPROPRIATECONGRESSIONALCOMMITTEESDE-10
FINED.—In this section, the term ‘‘appropriate congres-11
sional committees’’ has the meaning given that term in 12
section 1402 of the Better Utilization of Investments 13
Leading to Development Act of 2018 (22 U.S.C. 9601). 14
