A BILL
To reauthorize and expand the pilot program to help individ-
uals in recovery from a substance use disorder become
stably housed, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Supporting Transition 4
And Recovery Through Housing Act of 2025’’ or the 5
‘‘START Housing Act of 2025’’. 6

SEC. 2. REAUTHORIZATION OF RECOVERY HOUSING PRO-1
GRAM. 2
Section 8071 of the SUPPORT for Patients and 3
Communities Act (42 U.S.C. 5301 note) is amended— 4
(1) in subsection (a)— 5
(A) by striking ‘‘2019 through 2023’’ and 6
inserting ‘‘2026 through 2031’’; 7
(B) by striking ‘‘for a period of not more 8
than 2 years or’’; and 9
(C) by striking ‘‘, whichever is earlier’’; 10
(2) in subsection (b)— 11
(A) in paragraph (1), by inserting ‘‘, act-12
ing through the Office of Community Planning 13
and Development in consultation with the Of-14
fice of Special Needs Assistance,’’ before ‘‘not 15
later than’’; and 16
(B) in paragraph (2)— 17
(i) in subparagraph (A), by striking 18
‘‘allocated to’’ and inserting ‘‘prioritized 19
for’’; and 20
(ii) by striking subparagraph (B) and 21
inserting the following new subparagraph: 22
‘‘(B) P
RIORITY.—Among the States, pri-23
ority shall be given to States with the greatest 24
need, as such need is determined by the Sec-25
retary based on the following factors: 26

‘‘(i) The highest average rates of un-1
employment based on data provided by the 2
Bureau of Labor Statistics for calendar 3
years 2019 through 2023. 4
‘‘(ii) The lowest average labor force 5
participation rates based on data provided 6
by the Bureau of Labor Statistics for cal-7
endar years 2019 through 2023. 8
‘‘(iii) The highest age-adjusted rates 9
of drug overdose deaths based on data 10
from the Centers for Disease Control and 11
Prevention. 12
‘‘(iv) The highest rates of unsheltered 13
homelessness as determined by the most 14
recent annual point-in-time count of per-15
sons experiencing homelessness required by 16
the Secretary of Housing and Urban De-17
velopment under title IV of the McKinney- 18
Vento Homeless Assistance Act (42 U.S.C. 19
11360 et seq.).’’; 20
(3) in subsection (c)— 21
(A) in paragraph (2)— 22
(i) by inserting ‘‘, low-barrier’’ after 23
‘‘effective’’; and 24

(ii) by inserting before the period at 1
the end the following: ‘‘with an expectation 2
that persons participating in the program 3
have access to stable housing upon exiting 4
the program’’; and 5
(B) by adding at the end the following new 6
paragraphs: 7
‘‘(4) S
UPPLEMENT NOT SUPPLANT .—As a con-8
dition of receiving funds under this section, a State 9
shall use such funds received under this section only 10
to supplement the level of State or local funds that 11
would, in the absence of the receipt of funds under 12
this section, be made available for related housing 13
and recovery services. 14
‘‘(5) C
ONSULTATION.—Each State that receives 15
amounts pursuant to this section shall consult with 16
continuums of care and public housing agencies to 17
assess needs for implementing funds and developing 18
a plan to support individuals receiving stable hous-19
ing in connection with funding under this section 20
with transfer to other housing at the end of the indi-21
viduals’ eligibility.’’; and 22
(4) by striking subsection (f) and inserting the 23
following new subsection: 24

‘‘(f) TECHNICALASSISTANCE.—The Secretary may 1
use not more than 2 percent of the funds made available 2
under this section for technical assistance, to publish best 3
practices, and to conduct outreach to grantees or poten-4
tially eligible participants.’’. 5
