AN ACT 
To direct the Librarian of Congress to promote the more 
cost-effective, efficient, and expanded availability of the 
Annotated Constitution and pocket-part supplements by 
replacing the hardbound versions with digital versions. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2 2

SECTION 1. REPEAL REQUIREMENT FOR CONGRESSIONAL 1
RESEARCH SERVICE TO PREPARE ANNO-2
TATED CONSTITUTION AND SUPPLEMENTS IN 3
HARDBOUND VERSION. 4
(a) R
EPEAL.—The first section of Public Law 91– 5
589 (2 U.S.C. 168) is amended— 6
(1) by striking ‘‘the Librarian of Congress’’ and 7
inserting ‘‘(a) subject to subsection (b), the Librar-8
ian of Congress’’; and 9
(2) by adding at the end the following new sub-10
section: 11
‘‘(b)(1) Upon the completion of the October 2031 12
term of the Supreme Court and upon the completion of 13
each tenth October term of the Supreme Court thereafter, 14
the Librarian of Congress shall have prepared a digital 15
decennial revised edition of the Constitution Annotated, 16
which shall contain annotations of all decisions theretofore 17
rendered by the Supreme Court construing provisions of 18
the Constitution, in place of the hardbound decennial re-19
vised edition of the Constitution Annotated described in 20
subsection (a)(3). 21
‘‘(2) Upon the completion of the October 2025 term 22
of the Supreme Court and upon the completion of each 23
subsequent October term of the Supreme Court beginning 24
in an odd-numbered year (the final digit of which is not 25
a 1), the Librarian shall have prepared a digital cumu-26 3

lative pocket-part supplement to the most recent decennial 1
revised edition of the Constitution Annotated, which shall 2
contain cumulative annotations of all such decisions ren-3
dered by the Supreme Court which were not included in 4
the most recent revised edition of the Constitution Anno-5
tated, in place of the hardbound editions of the cumulative 6
pocket-part supplement described in subsection (a)(4).’’. 7

NSURING AVAILABILITY OF DIGITAL 8

ERSIONS.—Section 2 of Public Law 91–589 (2 U.S.C. 9
168a) is amended— 10
(1) by striking ‘‘All hardbound’’ and inserting 11
‘‘(a) All hardbound’’; and 12
(2) by adding at the end the following new sub-13
section: 14
‘‘(b)(1) The digital decennial revised editions of the 15
Constitution Annotated prepared under subsection (b)(1) 16
of the first section of this Joint Resolution and the digital 17
cumulative pocket-part supplements prepared under sub-18
section (b)(2) of the first section of this Joint Resolution 19
shall be available at a public website of the Library of Con-20
gress. 21
‘‘(2) The Librarian of Congress shall ensure the con-22
tinuing availability of the documents referred to in para-23
graph (1) to Congress and the public.’’. 24 4

(c) REPEAL OFADDITIONALPRINTINGREQUIRE-1

ANDATORY PRINTING OF ADDITIONAL 3
COPIES.—Section 3 of Public Law 91–589 (2 U.S.C. 4
168b) is amended— 5
(A) by striking ‘‘There shall be printed’’ 6
and inserting ‘‘(a) There shall be printed’’; and 7
(B) by adding at the end the following new 8
subsection: 9
‘‘(b) Subsection (a) does not apply after completion 10
of the October 2025 term of the Supreme Court, and the 11
Librarian of Congress shall provide the decennial revised 12
editions of the Constitution Annotated and the cumulative 13
pocket part supplements prepared under this Joint Reso-14
lution exclusively in a digital format available at a public 15
website of the Library of Congress.’’. 16

RINTING OF ADDITIONAL COPIES PURSU -17
ANT TO CONCURRENT RESOLUTION .—Section 4 of 18
Public Law 91–589 (2 U.S.C. 168c) is repealed. 19
