A BILL
To amend the Immigration and Nationality Act to eliminate
the diversity immigrant program.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as— 4
(1) the ‘‘Security And Fairness Enhancement 5
for America Act of 2025’’; or 6
(2) the ‘‘SAFE for America Act of 2025’’. 7

SEC. 2. ELIMINATION OF DIVERSITY VISA PROGRAM. 1
(a) I
NGENERAL.—Section 203 of the Immigration 2
and Nationality Act (8 U.S.C. 1153) is amended by strik-3
ing subsection (c). 4
(b) T
ECHNICAL ANDCONFORMINGAMENDMENTS.— 5
The Immigration and Nationality Act (8 U.S.C. 1101 et 6
seq.) is amended— 7
(1) in section 101(a)(15)(V), by striking ‘‘sec-8
tion 203(d)’’ and inserting ‘‘section 203(c)’’; 9
(2) in section 201— 10
(A) in subsection (a)— 11
(i) in paragraph (1), by adding ‘‘and’’ 12
at the end; 13
(ii) in paragraph (2), by striking ‘‘; 14
and’’ and inserting a period; and 15
(iii) by striking paragraph (3); and 16
(B) by striking subsection (e); 17
(3) in section 203— 18
(A) in subsection (b)(2)(B)(ii)(IV), by 19
striking ‘‘section 203(b)(2)(B)’’ each place such 20
term appears and inserting ‘‘clause (i)’’; 21
(B) by redesignating subsections (d), (e), 22
(f), (g), and (h) as subsections (c), (d), (e), (f), 23
and (g), respectively; 24

FFECTIVEDATE.—The amendments made by 17
this section shall take effect on October 1, 2025. 18
