To provide additional funding for scholarships for students

Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. ADDITIONAL FUNDING FOR SCHOLARSHIPS 3
FOR STUDENTS AT 1890 INSTITUTIONS. 4
(a) S
CHOLARSHIPS FOR BACHELOR OR GRADUATE 5
P
ROGRAMS.—Section 1446(a)(1) of the National Agricul-6
tural Research, Extension, and Teaching Policy Act of 7
1977 (7 U.S.C. 3222a(a)(1)) is amended by striking 8

‘‘scholarships to individuals’’ and inserting ‘‘scholarships 1
(including for programs leading to a bachelor or graduate 2
degree) to individuals’’. 3
(b) M
ANDATORYFUNDING.—Section 1446(b)(1) of 4
the National Agricultural Research, Extension, and 5
Teaching Policy Act of 1977 (7 U.S.C. 3222a(b)(1)) is 6
amended by adding at the end the following: 7
‘‘(C) F
ISCAL YEAR 2025 AND FISCAL YEARS 8
THEREAFTER.—Of the funds of the Commodity 9
Credit Corporation, the Secretary shall make 10
available to carry out this section $15,000,000 11
for fiscal year 2025 and each fiscal year there-12
after, to remain available until expended.’’. 13
(c) D
ISCRETIONARYFUNDING.—Section 1446(b)(2) 14
of the National Agricultural Research, Extension, and 15
Teaching Policy Act of 1977 (7 U.S.C. 3222a(b)(2)) is 16
amended by striking ‘‘each of fiscal years 2020 through 17
2023’’ and inserting ‘‘fiscal year 2020 and each fiscal year 18
thereafter’’. 19

ONFORMING AMENDMENTS.—Section 20
1446(a)(3) of the National Agricultural Research, Exten-21
sion, and Teaching Policy Act of 1977 (7 U.S.C. 22
3222a(a)(3)) is amended by striking ‘‘each of the 4 suc-23
ceeding academic years’’ and inserting ‘‘each academic 24
