A BILL
To amend chapter 9 of title 5, United States Code, to reau-
thorize the executive reorganization authority of the
President and to ensure efficient executive reorganiza-
tion, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Reorganizing Govern-4
ment Act of 2025’’. 5

SEC. 2. EXECUTIVE REORGANIZATION AMENDMENTS. 1
Chapter 9 of title 5, United States Code, is amend-2
ed— 3
(1) in section 901— 4
(A) in subsection (a)— 5
(i) in paragraph (3), by inserting ‘‘, 6
including the elimination of operations de-7
termined to be unnecessary for the execu-8
tion of constitutional duties’’ before the 9
semicolon; 10
(ii) in paragraph (5)— 11
(I) by striking ‘‘agencies’’ in each 12
place the term appears and inserting 13
‘‘executive departments’’; and 14
(II) by striking ‘‘and’’ at the end; 15
(iii) in paragraph (6), by striking the 16
period and inserting ‘‘; and’’; and 17
(iv) by adding at the end the fol-18
lowing: 19
‘‘(7) to reduce the number of federal employees; 20
‘‘(8) to amend rules, regulations, and other re-21
quirements for the purpose of decreasing the cost 22
and difficulty of compliance thereof, and to eliminate 23
unnecessary and burdensome rules, regulations, and 24
other requirements; and 25

‘‘(9) to eliminate government operations that do 1
not serve the public interest.’’; and 2
(B) in subsection (d), by striking ‘‘agen-3
cies’’ and inserting ‘‘executive departments’’; 4
(2) in section 902, by striking paragraph (1) 5
and inserting the following: 6
‘‘(1) ‘executive department’— 7
‘‘(A) means— 8
‘‘(i) any executive department, agency, 9
or independent establishment of the United 10
States or any corporation wholly owned by 11
the United States; and 12
‘‘(ii) an office or officer of the execu-13
tive branch; and 14
‘‘(B) does not include the Government Ac-15
countability Office or the Comptroller General 16
of the United States.’’; 17
(3) in section 903(a)— 18
(A) in the matter preceding paragraph (1), 19
by striking ‘‘agencies’’ and inserting ‘‘executive 20
departments’’; 21
(B) by striking ‘‘agency’’ in each place the 22
term appears and inserting ‘‘executive depart-23
ment’’; and 24

serting ‘‘new executive department’’; 19
(v) in paragraph (5), as so redesig-20
nated, by striking ‘‘or’’; 21
(vi) in paragraph (6), as so redesig-22
nated, by striking the period and inserting 23
‘‘; or’’; and 24

federal workers or a net increase in expenditures.’’. 4

place the term appears and inserting ‘‘executive de-9
