To amend the Food, Conservation, and Energy Act of 2008
to clarify propane storage as an eligible use for funds
provided under the storage facility loan program, and
for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Growing Rural Agri-4
cultural Infrastructure Needs to Deliver Rising Yields 5
Act’’ or the ‘‘GRAIN DRY Act’’. 6

SEC. 2. STORAGE FACILITY LOANS. 1
Section 1614(a) of the Food, Conservation, and En-2
ergy Act of 2008 (7 U.S.C. 8789(a)) is amended— 3
(1) by striking ‘‘funds for producers’’ and in-4
serting the following: ‘‘funds for— 5
‘‘(1) producers’’; and 6
(2) in paragraph (1) (as so designated), by 7
striking the period at the end and inserting the fol-8
lowing: ‘‘; or 9
‘‘(2) agricultural producers to construct or up-10
grade storage facilities for propane that is primarily 11
used for agricultural production (as such term is de-12
fined in section 4279.2 of title 7, Code of Federal 13
Regulations (as in effect on the date of the enact-14
ment of this paragraph)).’’. 15
