To limit the closure or consolidation of any United States
Postal Service processing and distribution center in
States, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Postal Operations Stay 4
Timely And Local Act’’ or the ‘‘POSTAL Act’’. 5
SEC. 2. LIMITATION ON CLOSING OR CONSOLIDATING 6
POSTAL SERVICE PROCESSING AND DIS-7
TRIBUTION CENTERS IN STATES. 8
(a) I
NGENERAL.—The United States Postal Service 9
may not close, consolidate, downgrade, or take any other 10

similar action with respect to any processing and distribu-1
tion center in a State if such action would result in no 2
such center being located in that State. 3
(b) D
EFINITIONS.—In this section— 4
(1) the term ‘‘processing and distribution cen-5
ter’’ means a central mail facility that— 6
(A) distributes and dispatches part or all 7
of both incoming mail and outgoing mail for a 8
designated service area; 9
(B) provides instructions on the prepara-10
tion of collection mail, dispatch schedules, and 11
sorting plan requirements to mailers; and 12
(C) is a sectional center facility, a general 13
mail facility, or a dedicated mail processing fa-14
cility without a station or branch; and 15
(2) the term ‘‘State’’ means the 50 States and 16
the District of Columbia. 17
