SHORT TITLE. 3 This Act may be cited as the ‘‘DOE and NSF Inter-4 agency Research Act’’. 5 SEC. 2. DEPARTMENT OF ENERGY AND NATIONAL SCIENCE 6 FOUNDATION RESEARCH AND DEVELOPMENT 7 COORDINATION. 8 (a) I NGENERAL.—The Secretary of Energy (in this 9 section referred to as the ‘‘Secretary’’) and the Director 10 VerDate Sep 11 2014 05:00 Mar 11, 2025 Jkt 059200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H1350.IH H1350 kjohnson on DSK7ZCZBW3PROD with $$_JOB 2 •HR 1350 IH of the National Science Foundation (in this section re-1 ferred to as the ‘‘Director’’) shall carry out cross-cutting 2 and collaborative research and development activities fo-3 cused on the joint advancement of Department of Energy 4 and National Science Foundation mission requirements 5 and priorities. 6 (b) M EMORANDUM OF UNDERSTANDING.—The Sec-7 retary and the Director shall coordinate the activities 8 under subsection (a) through the establishment of a 9 memorandum of understanding, or other appropriate 10 interagency agreement. Such memorandum or agreement, 11 as the case may be, shall require the use of a competitive, 12 merit-reviewed process, which considers applications from 13 Federal agencies, National Laboratories, institutions of 14 higher education, non-profit institutions, and other appro-15 priate entities. 16 (c) C OORDINATION.—In carrying out the activities 17 under subsection (a), the Secretary and the Director 18 may— 19 (1) conduct collaborative research in a variety 20 of focus areas, such as— 21 (A) basic plasma science and engineering, 22 including applications in astrophysics, materials 23 science, fusion science, and accelerator science; 7 (C) modeling and simulation, machine 8 learning, artificial intelligence, data assimila-9 tion, large-scale data analytics, predictive anal-10 ysis, and advanced computational, storage, and 11 networking capabilities in order to optimize al-12 gorithms for purposes related to energy and cli-13 mate; 14 (D) quantum information sciences, includ-15 ing quantum computing and quantum network 16 infrastructure, including in collaboration with 17 the programs authorized under sections 403 18 and 404 of the National Quantum Initiative Act 19 (15 U.S.C. 8853 and 8854); 3 (F) advanced manufacturing technologies, 4 including efficient storage systems and alter-5 natives to high-temperature processing, for the 6 purposes of optimizing energy consumption, in-7 cluding in collaboration with the program au-8 thorized under section 975 of the Department 9 of Energy Research and Innovation Act (42 10 U.S.C. 16315); 11 (G) microelectronics, including novel chip 12 architectures, memory systems, and intercon-13 nects; and 14 (H) advanced physics, including high en-15 ergy and particle physics, accelerator research 16 and development, and high performance com-17 putational tools, including in collaboration with 18 the programs authorized under section 303 of 19 the Department of Energy Research and Inno-20 vation Act (42 U.S.C. 18641); 3 (3) support research infrastructure, including 4 new facilities and equipment, as the Secretary and 5 Director determine necessary; and 6 (4) organize education, training, and research 7 initiatives relating to STEM education and work-8 force development, including— 9 (A) internships, fellowships, and other re-10 search or work-based learning opportunities; 11 (B) educational programming for students 12 at all levels, especially experiential and project- 13 based learning opportunities; and 14 (C) professional development opportunities 15 for educators and researchers. 16 (d) A GREEMENTS.—In carrying out the activities 17 under subsection (a), the Secretary and the Director are 18 authorized to— 19 (1) carry out reimbursable agreements between 20 the Department of Energy, the National Science 21 Foundation, and other entities in order to maximize 22 the effectiveness of research and development; and 23 (2) collaborate with other Federal agencies, as 24 appropriate. 25 VerDate Sep 11 2014 05:00 Mar 11, 2025 Jkt 059200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H1350.IH H1350 kjohnson on DSK7ZCZBW3PROD with $$_JOB 6 •HR 1350 IH (e) REPORT.—Not later than two years after the date 1 of the enactment of this section, the Secretary and the 2 Director shall submit to the Committee on Science, Space, 3 and Technology of the House of Representatives and the 4 Committee on Energy and Natural Resources and the 5 Committee on Commerce, Science, and Transportation of 6 the Senate a report detailing the following: 7 (1) Interagency coordination between each Fed-8 eral agency involved in the research and development 9 activities carried out under this section. 10 (2) Potential opportunities to expand the tech-11 nical capabilities of the Department of Energy and 12 the National Science Foundation. 13 (3) Collaborative research achievements. 14 (4) Areas of future mutually beneficial suc-15 cesses. 16 (5) Continuation of coordination activities be-17 tween the Department of Energy and the National 18 Science Foundation. 19 (f) R ESEARCHSECURITY.—The activities authorized 20 under this section shall be applied in a manner consistent 21 with subtitle D of title VI of the Research and Develop-22 ment, Competition, and Innovation Act (enacted as divi-23 sion B of Public Law 117–167;
