To transfer unobligated funds from the United States Agency
for International Development to the Disaster Relief Fund.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Unobligated Spending 4
Adjustment to Focus Investment on Relief and Support 5
for Taxpayers Act’’ or the ‘‘USA FIRST Act’’. 6
SEC. 2. TRANSFER OF UNOBLIGATED FUNDS TO THE DIS-7
ASTER RELIEF FUND. 8
(a) I
NGENERAL.—Any unobligated covered funds 9
shall be transferred to the Disaster Relief Fund to carry 10

out the Robert T. Stafford Disaster Relief and Emergency 1
Assistance Act (42 U.S.C. 5121 et seq.) with respect to 2
major disasters declared under section 401 of the Robert 3
T. Stafford Disaster Relief and Emergency Assistance Act 4
(42 U.S.C. 5170). 5
(b) C
OVEREDFUNDSDEFINED.—In this section, the 6
term ‘‘covered funds’’ means any unobligated funds pre-7
viously appropriated to the United States Agency for 8
International Development, as of the date of enactment 9
of this Act. 10
