EXTENSION OF SECURE RURAL SCHOOLS AND COM-1 MUNITY SELF-DETERMINATION ACT OF 2000. 2 (a) S ECUREPAYMENTS FORSTATES ANDCOUNTIES 3 C ONTAININGFEDERALLAND.— 4 (1) S ECURE PAYMENTS .—Section 101 of the 5 Secure Rural Schools and Community Self-Deter-6 mination Act of 2000 (16 U.S.C. 7111) is amend-7 ed— 8 (A) in subsections (a) and (b), by striking 9 ‘‘2023’’ each place it appears and inserting 10 ‘‘2026’’; and 11 (B) by adding at the end the following: 12 ‘‘(e) S PECIALRULE FORFISCALYEAR2024 AND 13 2025 P AYMENTS.— 14 ‘‘(1) S TATE PAYMENT.—If an eligible county in 15 a State that will receive a share of the State pay-16 ment for fiscal year 2024 or 2025 has already re-17 ceived, or will receive, a share of the 25-percent pay-18 ment for that fiscal year distributed to the State be-19 fore the date of enactment of this subsection, the 20 amount of the State payment shall be reduced by 21 the amount of the share of the eligible county of the 22 25-percent payment. 23 ‘‘(2) C OUNTY PAYMENT.—If an eligible county 24 that will receive a county payment for fiscal year 25 2024 or 2025 has already received a 50-percent pay-26 VerDate Sep 11 2014 20:58 Feb 20, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1383.IH H1383 kjohnson on DSK7ZCZBW3PROD with $$_JOB 3 •HR 1383 IH ment for that fiscal year, the amount of the county 1 payment shall be reduced by the amount of the 50- 2 percent payment. 3 ‘‘(3) P ROMPT PAYMENT .—Not later than 45 4 days after the date of enactment of this subsection, 5 the Secretary of the Treasury shall make all pay-6 ments under this title for each of fiscal years 2024 7 and 2025.’’. 8 (2) D ISTRIBUTION OF PAYMENTS TO ELIGIBLE 9 COUNTIES.—Section 103(d)(2) of the Secure Rural 10 Schools and Community Self-Determination Act of 11 2000 (16 U.S.C. 7113(d)(2)) is amended by striking 12 ‘‘2023’’ and inserting ‘‘2026’’. 13 (b) P AYMENTS TOSTATES ANDCOUNTIES.—Section 14 102 of the Secure Rural Schools and Community Self-De-15 termination Act of 2000 (16 U.S.C. 7112) is amended— 16 (1) in subsection (b)— 17 (A) in paragraph (1), by adding at the end 18 the following: 19 ‘‘(E) P AYMENTS FOR EACH OF FISCAL 20 YEARS 2024 AND 2025.—The election otherwise 21 required by subparagraph (A) shall not apply 22 for each of fiscal years 2024 and 2025.’’; and 23 (B) in paragraph (2), by adding at the end 24 the following: 25 VerDate Sep 11 2014 20:58 Feb 20, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H1383.IH H1383 kjohnson on DSK7ZCZBW3PROD with $$_JOB 4 •HR 1383 IH ‘‘(C) FISCAL YEARS 2024 AND 2025 .—The 1 election described in paragraph (1)(A) applica-2 ble to a county in fiscal year 2023 shall be ef-3 fective for each of fiscal years 2024 and 4 2025.’’; and 5 (2) in subsection (d)— 6 (A) in paragraph (1), by adding at the end 7 the following: 8 ‘‘(G) P AYMENTS FOR EACH OF FISCAL 9 YEARS 2024 AND 2025.—The election made by 10 an eligible county under subparagraph (B), (C), 11 or (D) for fiscal year 2023, or deemed to be 12 made by the county under paragraph (3)(B) for 13 that fiscal year, shall be effective for each of 14 fiscal years 2024 and 2025.’’; and 15 (B) in paragraph (3), by adding at the end 16 the following: 17 ‘‘(E) P AYMENTS FOR EACH OF FISCAL 18 YEARS 2024 AND 2025.—This paragraph does 19 not apply for each of fiscal years 2024 and 20 2025.’’. 21 (c) E XTENSION OFAUTHORITYTOCONDUCTSPE-22 CIALPROJECTS ONFEDERALLAND.— 23 (1) C OMMITTEE COMPOSITION WAIVER AUTHOR -24 ITY.—Section 205(d)(6)(C) of the Secure Rural 25 VerDate Sep 11 2014 20:58 Feb 20, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H1383.IH H1383 kjohnson on DSK7ZCZBW3PROD with $$_JOB 5 •HR 1383 IH Schools and Community Self-Determination Act of 1 2000 (16 U.S.C. 7125(d)(6)(C)) is amended by 2 striking ‘‘2023’’ and inserting ‘‘2026’’. 3 (2) E XTENSION OF AUTHORITY .—Section 208 4 of the Secure Rural Schools and Community Self- 5 Determination Act of 2000 (16 U.S.C. 7128) is 6 amended— 7 (A) in subsection (a), by striking ‘‘2025’’ 8 and inserting ‘‘2028’’; and 9 (B) in subsection (b), by striking ‘‘2026’’ 10 and inserting ‘‘2029’’. 11 (d) E XTENSION OFAUTHORITYTOEXPENDCOUNTY 12 F UNDS.—Section 305 of the Secure Rural Schools and 13 Community Self-Determination Act of 2000 (16 U.S.C. 14 7144) is amended— 15 (1) in subsection (a), by striking ‘‘2025’’ and 16 inserting ‘‘2028’’; and 17 (2) in subsection (b), by striking ‘‘2026’’ and 18 inserting ‘‘2029’’. 19 SEC. 3.
