A BILL 
To amend the Consolidated Appropriations Act, 2023, to 
limit the conditions applicable to the use of electronic 
benefit transfer (EBT) cards to purchase food, and for 
other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Securing Strictly 4
Needy Americans’ Pivotal (SNAP) Benefits Act of 2025’’. 5

SEC. 2. AMENDMENT TO CONSOLIDATED APPROPRIATIONS 1
ACT, 2023. 2
Section 501 of title IV of division HH of the Consoli-3
dated Appropriations Act, 2023, is amended by adding at 4
the end the following: 5
‘‘(f) E
XCLUSIVELYOUT-OF-STATEPURCHASES.— 6
The State agency shall suspend the accounts of households 7
for which EBT card transactions are made exclusively out- 8
of-State for a period longer than 60 days, until— 9
‘‘(1) the household affirmatively provides sub-10
stantiating evidence that the members of the house-11
hold who are program participants still reside in the 12
state from which they receive benefits; or 13
‘‘(2) an investigation is conducted and conclu-14
sively determines that the members of the household 15
who are program participants still reside in the state 16
from which they receive benefits.’’. 17
SEC. 3. LIMITATION ON REDEMPTION OF SUPPLEMENTAL 18
NUTRITION ASSISTANCE PROGRAM BENEFITS 19
BY OWNERS OF APPROVED RETAIL FOOD 20
STORES AND WHOLESALE FOOD CONCERNS. 21
Section 9 of the Food and Nutrition Act of 2008 (7 22
U.S.C. 2020) is amended by adding at the end the fol-23
lowing: 24

‘‘(1) A household that includes a member who 4
is an owner of an approved retail food store or 5
wholesale food concern may not redeem supple-6
mental nutrition assistance program benefits at such 7
store or such concern. 8
‘‘(2) Paragraph (1) shall not apply with respect 9
to a retail food store, or a wholesale food concern, 10
that is owned by a publicly owned corporation or by 11
a government.’’. 12
SEC. 4. EFFECTIVE DATE. 13
This Act and the amendments made by this Act shall 14
take effect 1 year after the date of the enactment of this 15
Act. 16
