ADDITIONAL INFORMATION TO ELECTRIC CON-1 SUMERS. 2 (a) E STABLISHMENT.—Section 113(b)(3) of the Pub-3 lic Utility Regulatory Policies Act of 1978 (16 U.S.C. 4 2623(b)) is amended to read as follows: 5 ‘‘(3) I NFORMATION TO CONSUMERS .—Each 6 electric utility shall transmit to each of its electric 7 consumers information regarding rate schedules and 8 consumption of electric energy in accordance with 9 the requirements of section 115(f).’’. 10 (b) I NFORMATION TO ELECTRICCONSUMERS.—Sec-11 tion 115(f) of the Public Utility Regulatory Policies Act 12 of 1978 (16 U.S.C. 2625) is amended by adding at the 13 end the following: 14 ‘‘(4) A DDITIONAL INFORMATION .— 15 ‘‘(A) P ROGRAM.—For purposes of the 16 standard for information to consumers estab-17 lished by section 113(b)(3), each covered elec-18 tric utility shall establish a program under 19 which such covered electric utility shall transmit 20 information in accordance with this paragraph. 21 ‘‘(B) A DDITIONAL BILLING INFORMA -22 TION.—Each covered electric utility shall in-23 clude in each billing to an electric consumer of 24 the covered electric utility— 25 VerDate Sep 11 2014 23:33 Mar 11, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1412.IH H1412 ssavage on LAPJG3WLY3PROD with BILLS 3 •HR 1412 IH ‘‘(i) the difference between the dollar 1 amount charged in the billing and the dol-2 lar amount charged in the previous billing 3 period; and 4 ‘‘(ii) in dollars and in kilowatt hours, 5 the average monthly consumption of elec-6 tric energy by such electric consumer. 7 ‘‘(C) U SAGE NOTICES.—A covered electric 8 utility shall notify an electric consumer infor-9 mation relating to the average daily consump-10 tion of electric energy by such electric consumer 11 in the following manner: 12 ‘‘(i) If within the first 9 days of a bill-13 ing period the average daily consumption 14 of electric energy by an electric consumer 15 exceeds the average daily consumption of 16 electric energy for the previous billing pe-17 riod, the relevant covered electric utility 18 shall notify such electric consumer on the 19 10th day of the billing period of the excess 20 consumption. 21 ‘‘(ii) If within the first 19 days of a 22 billing period, or within another date an 23 electric consumer chooses, the average 24 daily consumption of electric energy by 25 VerDate Sep 11 2014 23:33 Mar 11, 2025 Jkt 059200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H1412.IH H1412 ssavage on LAPJG3WLY3PROD with BILLS 4 •HR 1412 IH such electric consumer exceeds the average 1 daily consumption of electric energy for the 2 previous billing period, the relevant covered 3 electric utility shall notify such electric 4 consumer on the 20th day, or the day after 5 the date on which the electric consumer 6 chooses, of the excess consumption. 7 ‘‘(D) O PTIONAL NOTICE.—Under the pro-8 gram established pursuant to subparagraph 9 (A), a covered electric utility shall provide an 10 option to each electric consumer to be notified 11 by the covered electric utility in the event the 12 electric consumer, within an active billing pe-13 riod, reaches a dollar amount— 14 ‘‘(i) that is based on the rate charged 15 by a covered electric utility for providing 16 electric service; 17 ‘‘(ii) that reflects the amount of elec-18 tric energy consumed within the active bill-19 ing period; and 20 ‘‘(iii) chosen by such electric con-21 sumer. 22 ‘‘(E) C OVERED ELECTRIC UTILITY DE -23 FINED.—In this paragraph, the term ‘covered 24 electric utility’ means an electric utility that re-25 VerDate Sep 11 2014 23:33 Mar 11, 2025 Jkt 059200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H1412.IH H1412 ssavage on LAPJG3WLY3PROD with BILLS 5 •HR 1412 IH ceives funding from Federal sources, as deter-1 mined by the Commission.’’. 2 SEC. 3. ADDITIONAL INFORMATION TO GAS CONSUMERS. 3 (a) E STABLISHMENT.—Section 303(b) of the Public 4 Utility Regulatory Policies Act of 1978 (15 U.S.C. 5 3203(b)) is amended by adding at the end the following: 6 ‘‘(7) I NFORMATION TO CONSUMERS .—Each gas 7 utility shall transmit to each of its gas consumers in-8 formation relating to the consumption of gas in ac-9 cordance with section 304(c).’’. 10 (b) I NFORMATION TO GASCONSUMERS.—Section 11 304 of the Public Utility Regulatory Policies Act of 1978 12 (15 U.S.C. 3204) is amended by adding at the end the 13 following: 14 ‘‘(c) I NFORMATION TOCONSUMERS.— 15 ‘‘(1) P ROGRAM.—For purposes of the standard 16 for information to consumers established by section 17 303(b)(c), each covered gas utility shall establish a 18 program under which such covered gas utility 19 shall— 20 ‘‘(A) in each billing to a gas consumer of 21 the covered gas utility, include— 22 ‘‘(i) the difference between the dollar 23 amount charged in the billing and the dol-24 VerDate Sep 11 2014 23:33 Mar 11, 2025 Jkt 059200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\H1412.IH H1412 ssavage on LAPJG3WLY3PROD with BILLS 6 •HR 1412 IH lar amount charged in the previous billing 1 period; and 2 ‘‘(ii) in dollars and therms, the aver-3 age monthly consumption of gas by such 4 gas consumer; and 5 ‘‘(B) notify each such gas consumer infor-6 mation relating to the average daily consump-7 tion of gas by such gas consumer in the fol-8 lowing manner: 9 ‘‘(i) If within the first 9 days of a bill-10 ing period the average daily consumption 11 of gas by a gas consumer exceeds the aver-12 age daily consumption of gas for the pre-13 vious billing period, the relevant covered 14 gas utility shall notify such gas consumer 15 on the 10th day of the billing period about 16 such exceedance. 17 ‘‘(ii) If within the first 19 days of a 18 billing period, or within another date a gas 19 consumer chooses, the average daily con-20 sumption of gas by such gas consumer ex-21 ceeds the average daily consumption of gas 22 for the previous billing period, the relevant 23 covered gas utility shall notify such gas 24 consumer on the 20th day, or the day after 25 VerDate Sep 11 2014 23:33 Mar 11, 2025 Jkt 059200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6201 E:\BILLS\H1412.IH H1412 ssavage on LAPJG3WLY3PROD with BILLS 7 •HR 1412 IH the date on which the gas consumer choos-1 es, of the excess consumption. 2 ‘‘(2) O PTIONAL NOTICE.—Under the program 3 established pursuant to paragraph (1), a covered gas 4 utility shall provide an option to each gas consumer 5 to be notified by the covered electric utility in the 6 event the gas consumer, within an active billing pe-7 riod, reaches a dollar amount— 8 ‘‘(A) that is based on the rate charged by 9 a covered gas utility for providing gas service; 10 ‘‘(B) that reflects the amount of gas con-11 sumed within the active billing period; and 12 ‘‘(C) chosen by such gas consumer. 13 ‘‘(3) C OVERED GAS UTILITY DEFINED .—The 14 term ‘covered gas utility’ means a gas utility that re-15 ceives funding from Federal sources, as determined 16 by the Commission.’’. 17 Æ VerDate Sep 11 2014 23:33 Mar 11, 2025 Jkt 059200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6301 E:\BILLS\H1412.IH H1412 ssavage on LAPJG3WLY3PROD with BILLS
