To amend title 38, United States Code, to require that 
domiciliary facilities of the Department of Veterans Af-
fairs and State homes that provide housing to veterans 
have resident advocates. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. REQUIREMENT OF RESIDENT ADVOCATE IN A 3
DOMICILIARY FACILITY OF THE DEPART-4
MENT OF VETERANS AFFAIRS OR STATE 5

title 38, United States Code, is amended by adding at the 1
end the following new section (and conforming the table 2
of sections at the beginning of such chapter accordingly): 3
‘‘§ 1720M. Resident advocates in domiciliary facilities 4
of the Department 5
‘‘(a) R
EQUIREMENT.—The Secretary shall employ in 6
each domiciliary facility of the Department a resident ad-7
vocate. 8
‘‘(b) D
UTIES.—A resident advocate shall have duties 9
that include the following: 10
‘‘(1) To serve as a liaison between veterans in 11
the domiciliary facility and the Secretary. 12
‘‘(2) To receive complaints from such veterans, 13
transmit such complaints to the director of such 14
domiciliary facility, and respond to such complaints. 15
‘‘(3) When the resident advocate determines it 16
appropriate, to submit such a complaint to the Sec-17
retary, the Inspector General of the Department.’’. 18
(b) S
TATEHOMES.—Section 1741 of title 38, United 19
States Code, is amended— 20
(1) by redesignating subsection (g) as sub-21
section (h); and 22
(2) by inserting, after subsection (f), the fol-23
lowing new subsection (g): 24

‘‘(g) To be eligible for payment for domiciliary care 1
provided to a veteran in a State home under this section, 2
a State shall employ in such State home a resident advo-3
cate. A resident advocate shall have duties that include 4
the following: 5
‘‘(1) To serve as a liaison between veterans in 6
such State home and the State. 7
‘‘(2) To receive complaints from such veterans, 8
transmit such complaints to the director of the State 9
home, and respond to such complaints. 10
‘‘(3) When the resident advocate determines it 11
appropriate, to submit such a complaint to the Sec-12
retary, the Inspector General of the Department, or 13
an appropriate State official.’’. 14
