Resident advocates in domiciliary facilities 4 of the Department 5 ‘‘(a) R EQUIREMENT.—The Secretary shall employ in 6 each domiciliary facility of the Department a resident ad-7 vocate. 8 ‘‘(b) D UTIES.—A resident advocate shall have duties 9 that include the following: 10 ‘‘(1) To serve as a liaison between veterans in 11 the domiciliary facility and the Secretary. 12 ‘‘(2) To receive complaints from such veterans, 13 transmit such complaints to the director of such 14 domiciliary facility, and respond to such complaints. 15 ‘‘(3) When the resident advocate determines it 16 appropriate, to submit such a complaint to the Sec-17 retary, the Inspector General of the Department.’’. 18 (b) S TATEHOMES.—Section 1741 of title 38, United 19 States Code, is amended— 20 (1) by redesignating subsection (g) as sub-21 section (h); and 22 (2) by inserting, after subsection (f), the fol-23 lowing new subsection (g): 24 VerDate Sep 11 2014 23:33 Mar 11, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1413.IH H1413 ssavage on LAPJG3WLY3PROD with BILLS 3 •HR 1413 IH ‘‘(g) To be eligible for payment for domiciliary care 1 provided to a veteran in a State home under this section, 2 a State shall employ in such State home a resident advo-3 cate.
