To amend title 38, United States Code, to modify the criteria
for approval of certain independent study programs for
purposes of the educational assistance programs of the
Department of Veterans Affairs.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Veterans Education 4
and Technical Skills Opportunity Act of 2025’’ or the 5
‘‘VETS Opportunity Act of 2025’’. 6

SEC. 2. TREATMENT OF CERTAIN INDEPENDENT STUDY 1
PROGRAMS UNDER EDUCATIONAL ASSIST-2
ANCE PROGRAMS OF DEPARTMENT OF VET-3
ERANS AFFAIRS. 4
(a) I
NGENERAL.—Section 3680A(a)(4)(A)(ii)(III) of 5
title 38, United States Code (as amended by the Senator 6
Elizabeth Dole 21st Century Veterans Healthcare and 7
Benefits Improvement Act (Public Law 118–210; 138 8
Stat. 2773)), is further amended— 9
(1) by inserting ‘‘that requires regular and sub-10
stantive interaction between students and instruc-11
tors’’ after ‘‘course of study’’; 12
(2) in item (aa), by striking ‘‘; or’’ and insert-13
ing a semicolon; 14
(3) in item (bb), by striking ‘‘; and’’ and insert-15
ing ‘‘; or’’; and 16
(4) by adding at the end by following new item: 17
‘‘(cc) an institution of high-18
er education, as such term is de-19
fined in section 102 of the High-20
er Education Act of 1965 (20 21
U.S.C. 1002), that is approved to 22
participate or participating in the 23
student financial assistance pro-24
grams authorized by title IV of 25
that Act; and’’. 26

(b) APPLICABILITY.—The amendment made by sub-1
section (a) shall apply with respect to a quarter, semester, 2
or term, as applicable, that begins on or after August 1, 3
2025. 4
