A BILL 
To amend the National Telecommunications and Information 
Administration Organization Act to establish a Digital 
Economy and Cybersecurity Board of Advisors, and for 
other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Digital Economy Cy-4
bersecurity Advisory Act of 2025’’. 5

SEC. 2. DIGITAL ECONOMY AND CYBERSECURITY BOARD 1
OF ADVISORS. 2
Part A of the National Telecommunications and In-3
formation Administration Organization Act (47 U.S.C. 4
901 et seq.) is amended by adding at the end the fol-5
lowing: 6
‘‘SEC. 106. DIGITAL ECONOMY AND CYBERSECURITY BOARD 7
OF ADVISORS. 8
‘‘(a) E
STABLISHMENT.—There is established within 9
the NTIA a Digital Economy and Cybersecurity Board of 10
Advisors (in this section referred to as the ‘Board’). 11
‘‘(b) D
UTIES.—The Board shall provide to the Assist-12
ant Secretary recommendations (for implementation by 13
the Assistant Secretary or that the Assistant Secretary 14
could recommend for implementation by other appropriate 15
entities) with respect to the following: 16
‘‘(1) Technical cybersecurity best practices re-17
garding how to drive economic growth while securing 18
information and communications networks, including 19
how to secure the Border Gateway Protocol used by 20
Federal and non-Federal entities. 21
‘‘(2) Cybersecurity policies to support the devel-22
opment and implementation of cybersecurity prac-23
tices with respect to the internet and information 24
and communications networks. 25

‘‘(3) Policies that promote the security and re-1
silience to cybersecurity incidents of information and 2
communications networks while fostering innovation, 3
including policies that promote secure supply chains 4
for information and communications networks. 5
‘‘(4) Policies to remove barriers to trust, secu-6
rity, innovation, and commercialization with respect 7
to information and communications networks. 8
‘‘(c) M
EMBERS.— 9
‘‘(1) C
OMPOSITION.— 10
‘‘(A) I
N GENERAL.—The Board shall be 11
composed of not fewer than 5, and not more 12
than 25, members appointed by the Assistant 13
Secretary. 14
‘‘(B) E
XPERTISE.—Each member of the 15
Board shall have cybersecurity or supply chain 16
security technical expertise, cybersecurity or 17
supply chain security policy expertise, or exper-18
tise in running the cybersecurity or supply 19
chain security functions of a business. 20
‘‘(C) R
EPRESENTATION.—In appointing 21
members of the Board under subparagraph (A), 22
the Assistant Secretary shall ensure that the 23
members appointed provide a balanced rep-24
resentation of the following: 25

‘‘(i) Chief cybersecurity officers or 1
other qualified individuals employed in cy-2
bersecurity positions, representing both the 3
public and private sectors. 4
‘‘(ii) Persons who operate or maintain 5
information and communications networks. 6
‘‘(iii) Vendors that produce or provide 7
equipment used in information and com-8
munications networks. 9
‘‘(iv) Vendors that produce or provide 10
software used in information and commu-11
nications networks. 12
‘‘(v) Persons who operate or maintain 13
internet applications. 14
‘‘(D) L
IMITATION.—An individual who is a 15
registered lobbyist under the Lobbying Disclo-16
sure Act of 1995 (2 U.S.C. 1601 et seq.) may 17
not serve as a member of the Board. 18
‘‘(2) T
ERMS.— 19
‘‘(A) I
N GENERAL.—Except as provided in 20
subparagraphs (C) and (D), each member of 21
the Board shall be appointed for a term of a 22
length not to exceed 2 years, to be determined 23
by the Assistant Secretary. 24

‘‘(B) REAPPOINTMENT.—A member of the 1
Board, including a member appointed to fill a 2
vacancy as provided in subparagraph (D), may 3
be reappointed for 1 or more additional terms 4
by the Assistant Secretary. 5
‘‘(C) R
EMOVAL.—The Assistant Secretary 6
may remove a member of the Board at the dis-7
cretion of the Assistant Secretary. 8
‘‘(D) V
ACANCY.—Any member of the 9
Board appointed to fill a vacancy occurring be-10
fore the expiration of the term for which the 11
predecessor of the member was appointed shall 12
be appointed only for the remainder of such 13
term. A vacancy in the Board shall be filled in 14
the manner in which the original appointment 15
was made. 16
‘‘(3) C
HAIR.—The Chair of the Board shall be 17
the Associate Administrator of the National Tele-18
communications and Information Administration for 19
Policy Analysis and Development. 20
‘‘(4) C
OMPENSATION.—The members of the 21
Board shall serve without compensation. 22
‘‘(d) S
UBCOMMITTEES.— 23
‘‘(1) I
N GENERAL.—Subject to the approval of 24
the Assistant Secretary, as the Assistant Secretary 25

determines necessary for the performance by the 1
Board of the duties described in subsection (b), the 2
Board may establish subcommittees, working 3
groups, standing committees, ad hoc groups, task 4
groups, or other subgroups of the Board. 5
‘‘(2) A
UTHORITY.—Any subcommittee, working 6
group, standing committee, ad hoc group, task 7
group, or other subgroup of the Board established 8
under paragraph (1) shall report to the Board and 9
may not provide any advice, recommendation, or 10
other work product directly to the Assistant Sec-11
retary. 12
‘‘(e) T
ERMINATION.—Notwithstanding section 1013 13
of title 5, United States Code, the Board shall terminate 14
on the date that is 4 years after the date of the enactment 15
of this section. 16
‘‘(f) D
EFINITIONS.—In this section: 17
‘‘(1) B
ORDER GATEWAY PROTOCOL .—The term 18
‘Border Gateway Protocol’ means the routing pro-19
tocol used to exchange network layer reachability in-20
formation among independently managed networks 21
on the internet. 22
‘‘(2) I
NFORMATION AND COMMUNICATIONS NET -23
WORK.—The term ‘information and communications 24
network’ means a network that provides advanced 25

telecommunications capability (as defined in section 1
706(d) of the Telecommunications Act of 1996 (47 2
U.S.C. 1302(d))).’’. 3
