To amend the Elementary and Secondary Education Act 
of 1965 to require silent alarms in elementary schools 
and secondary schools, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Alyssa’s Legacy Youth 4
in Schools Safety Alert Act’’ or the ‘‘ALYSSA Act’’. 5
SEC. 2. REQUIRING SILENT ALARMS IN SCHOOLS. 6
(a) L
OCALEDUCATIONALAGENCYPLANS.—Section 7
1112(c) of the Elementary and Secondary Education Act 8
of 1965 (20 U.S.C. 6312(c)) is amended— 9

(1) in paragraph (5)(B)(ii)(III), by striking 1
‘‘and’’ at the end; 2
(2) in paragraph (6), by striking ‘‘and’’ at the 3
end; 4
(3) in paragraph (7), by striking the period at 5
the end and inserting ‘‘; and’’; and 6
(4) by adding at the end the following: 7
‘‘(8) ensure that each school served by the local 8
educational agency is prepared to address a school 9
security emergency, including through the use of 10
panic alarms (as defined in section 8549D).’’. 11
(b) C
ONDITION OFRECEIPT OFFUNDS.—Subpart 2 12
of part F of title VIII of the Elementary and Secondary 13
Education Act of 1965 (20 U.S.C. 7901 et seq.) is amend-14
ed by adding at the end the following: 15
‘‘SEC. 8549D. SCHOOL SECURITY. 16
‘‘(a) I
NGENERAL.—As a condition of receipt of 17
funds under this Act, each local educational agency shall 18
ensure that each elementary school and secondary school 19
served by such local educational agency is equipped with 20
at least one panic alarm for use in a school security emer-21
gency (including a non-fire evacuation, lockdown, or active 22
shooter situation). 23
‘‘(b) P
ANICALARMDEFINED.—For purposes of this 24
section and section 1112(c)(8), the term ‘panic alarm’ 25

means a silent security system signal generated by the 1
manual activation of a device intended to signal a life- 2
threatening or emergency situation requiring a response 3
from law enforcement.’’. 4
