Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Test Strip Access Act 4
of 2025’’. 5

Section 1003(b)(4)(A) of the 21st Century Cures Act 3
(42 U.S.C. 290ee–3a(b)(4)(A)) is amended by inserting 4
‘‘or fentanyl or xylazine test strips’’ after ‘‘which may in-5
clude drugs or devices approved, cleared, or otherwise le-6
gally marketed under the Federal Food, Drug, and Cos-7
metic Act’’. 8
