To amend the Robert T. Stafford Disaster Relief and Emer-
gency Assistance Act to prohibit the President from con-
sidering insurance as a duplication of benefits for certain
assistance under such Act.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Disaster Displacement 4
Assistance Improvement Act of 2025’’. 5

SEC. 2. DUPLICATION OF BENEFITS CLARIFICATION. 1
Section 408 of the Robert T. Stafford Disaster Relief 2
and Emergency Assistance Act (42 U.S.C. 5174) is 3
amended by adding at the end the following: 4
‘‘(k) D
UPLICATION OFBENEFITS.— 5
‘‘(1) I
N GENERAL.—In determining eligibility 6
for displacement assistance under this section, the 7
President may not consider insurance a duplication 8
of benefits for the purpose of applying section 312 9
of this Act. 10
‘‘(2) D
ISPLACEMENT ASSISTANCE DEFINED .— 11
In this section, the term ‘displacement assistance’ 12
means assistance provided under this section to stay 13
in a hotel or motel, stay with family and friends, or 14
for any other available housing options.’’. 15
