A BILL 
To counter Russian influence and aggression in Ukraine. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Defending Ukraine’s 4
Territorial Integrity Act’’. 5
SEC. 2. COUNTERING RUSSIAN INFLUENCE AND AGGRES-6
SION IN UKRAINE. 7
(a) S
TATEMENT OFPOLICY.—It is the policy of the 8
United States not to recognize the Russian Federation’s 9
claim of sovereignty over, or independence, of any part of 10

Ukraine occupied by Russian forces, including Crimea and 1
Donetsk, Kherson, Luhansk, and Zaporizhzhia oblasts. 2

ROHIBITION.— 3
(1) I
N GENERAL.—None of the funds author-4
ized to be appropriated or otherwise made available 5
to any Federal department or agency may be used 6
to provide assistance for the central government of 7
a country that the Secretary of State determines 8
and reports to the appropriate congressional com-9
mittees— 10
(A) has recognized the independence of, or 11
has established diplomatic relations with, any 12
region located in the territory of Ukraine that 13
is occupied by the Russian Federation or under 14
the control of Russian-backed separatists, in-15
cluding Crimea and Donetsk, Kherson, 16
Luhansk, and Zaporizhzhia oblasts; or 17
(B) has taken affirmative steps intended to 18
support or be supportive of the Russian Federa-19
tion annexation of Crimea or other territory in 20
Ukraine. 21

UBLICATION OF LIST OF CENTRAL GOV -22
ERNMENTS.—The Secretary of State shall publish 23
on the Department of State website a list of such 24
central governments in a timely manner. 25

(3) WAIVER.—The Secretary of State may 1
waive the prohibition on assistance required by para-2
graph (1) with respect to any such central govern-3
ment if the Secretary determines and reports to the 4
appropriate congressional committees that to do so 5
is in the national interest of the United States, and 6
includes a justification for such interest. 7
(c) A
PPROPRIATECONGRESSIONALCOMMITTEESDE-8
FINED.—In this section, the term ‘‘appropriate congres-9
sional committees’’ means the Committee on Foreign Af-10
fairs of the House of Representatives and the Committee 11
on Foreign Relations of the Senate. 12
