A BILL 
To require the Administrator of the Small Business Adminis-
tration to submit to Congress a report on the entrepre-
neurial challenges facing entrepreneurs with a disability, 
and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Entrepreneurs with 4
Disabilities Reporting Act of 2025’’. 5

SEC. 2. REPORT ON ENTREPRENEURSHIP CHALLENGES OF 1
ENTREPRENEURS WITH DISABILITIES. 2
(a) I
NGENERAL.—Not later than 180 days after the 3
date of the enactment of this Act, the Administrator of 4
the Small Business Administration shall submit to Con-5
gress a report on the challenges that entrepreneurs with 6
a disability encounter with starting and operating a busi-7
ness, including— 8
(1) an assessment of the challenges and needs 9
of entrepreneurs with a disability; 10
(2) a description of the resources and support 11
that the Administrator provides to entrepreneurs 12
with a disability; 13
(3) a description of outreach to entrepreneurs 14
with a disability by the Administrator, including by 15
district and regional offices of the Small Business 16
Administration, small business development centers 17
(as defined in section 3(t) of the Small Business Act 18
(15 U.S.C. 632(t))), and women’s business centers 19
(as described under section 29(a) of such Act (15 20
U.S.C. 656(a))); 21
(4) a description of any joint efforts between of-22
fices of the Small Business Administration or the 23
Small Business Administration and other Federal 24
agencies to advance the goal of supporting the eco-25
nomic success of entrepreneurs with a disability; 26

(5) any deficiencies in the resources and sup-1
port described under paragraph (2); 2
(6) a description of the use of, and access to, 3
resources of the Administration by entrepreneurs 4
with a disability; and 5
(7) any recommendations for legislative actions 6
that are necessary to address the challenges or needs 7
of entrepreneurs with a disability that are identified 8
in the report. 9
(b) C
OMPLIANCEWITHCUTGO.—No additional 10
amounts are authorized to be appropriated to carry out 11
this Act. 12
