MEMORANDUM OF UNDERSTANDING TO INCREASE 1 EMPLOYMENT OPPORTUNITIES FOR INDIVID-2 UALS WITH DISABILITIES. 3 (a) I NGENERAL.—The Administrator of the Small 4 Business Administration, in consultation with the Chair 5 of the National Council on Disability, shall— 6 (1) provide assistance to individuals with dis-7 abilities who desire to become entrepreneurs or to be 8 self-employed; 9 (2) help individuals with disabilities find em-10 ployment at small business concerns (as defined 11 under section 3 of the Small Business Act (15 12 U.S.C. 632)); 13 (3) assist small business concerns with hiring 14 individuals with disabilities and with accessibility 15 issues applicable to individuals with disabilities. 16 (b) M EMORANDUM OF UNDERSTANDING OR AGREE-17 MENT.—The Administrator, in consultation with the 18 Chair, shall carry out and coordinate the activities de-19 scribed in subsection (a) by entering into one or more 20 memoranda of understanding or other appropriate agree-21 ments. 22 (c) O UTREACH AND EDUCATION.—In carrying out 23 the activities described in subsection (a), the Adminis-24 trator, in consultation with the Chair, shall conduct out-25 reach and education about such activities. 26 VerDate Sep 11 2014 01:12 Mar 05, 2025 Jkt 059200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H1634.IH H1634 ssavage on LAPJG3WLY3PROD with BILLS 3 •HR 1634 IH (d) REPORT.—Not later than two years after the date 1 of the enactment of this Act, the Administrator, in con-2 sultation with the Chair, shall submit to Congress a report 3 on activities carried out pursuant to any memorandum or 4 agreement described in subsection (b) that includes the 5 following: 6 (1) A description of how the Administrator, in 7 consultation with the Chair, carried out such activi-8 ties. 9 (2) An analysis of opportunities to expand the 10 technical capabilities of the Small Business Adminis-11 tration in carrying out such activities. 12 (3) A description of achievements under any 13 such memorandum or agreement. 14 (4) A description of the plans of the Adminis-15 trator, in consultation with the Chair, to continue 16 activities to expand employment opportunities for in-17 dividuals with disabilities. 18 SEC. 3.
