To amend the Small Business Act to include requirements

programs for small business development centers and
women’s business centers, and for other purposes.
Be it enacted by the Senate and House of Representa-1

SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Connecting Small 4
Businesses with Career and Technical Education Grad-5
uates Act of 2025’’. 6

(a) D
EFINITION.—Section 3 of the Small Business 3
Act (15 U.S.C. 632) is amended by adding at the end the 4
following new subsection: 5
‘‘(gg) C
AREER ANDTECHNICALEDUCATION.—The 6
term ‘career and technical education’ has the meaning 7
given the term in section 3 of the Carl D. Perkins Career 8
and Technical Education Act of 2006 (20 U.S.C. 2302).’’. 9
(b) S
MALLBUSINESSDEVELOPMENT CENTERS.— 10
Section 21(c)(3) of the Small Business Act (15 U.S.C. 11
648(c)(1)) is amended— 12
(1) in subparagraph (T), by striking ‘‘and’’ at 13
the end; 14
(2) in clause (v) of the first subparagraph (U) 15
(relating to succession planning), by striking the pe-16
riod at the end and inserting a semicolon; 17
(3) in second subparagraph (U) (relating to 18
training on domestic and international intellectual 19
property protections)— 20
(A) in clause (ii)(II), by striking the period 21
at the end and inserting a semicolon; and 22
(B) by redesignating such subparagraph as 23
subparagraph (V); and 24
(4) by adding at the end the following new sub-25
paragraphs: 26

‘‘(W) providing educational information to 1
small businesses on— 2
‘‘(i) hiring graduates from career and 3
technical education programs; and 4
‘‘(ii) career and technical education 5
programs relevant to such businesses, in-6
cluding how to use such programs to sat-7
isfy hiring needs of such businesses; 8
‘‘(X) providing information to career and 9
technical education programs about how stu-10
dents and graduates of such programs can ac-11
cess resources and services of small business de-12
velopment centers to start and expand a small 13
business concern; and 14
‘‘(Y) as appropriate, connecting small busi-15
nesses with career and technical education pro-16
grams to assist students and graduates of such 17
programs with identifying career opportuni-18
ties.’’. 19
(c) W
OMEN’SBUSINESSCENTERS.—Section 29(b) of 20
the Small Business Act (15 U.S.C. 656(b)) is amended— 21
(1) in paragraph (2), by striking ‘‘and’’ at the 22
end; 23
(2) in paragraph (3), by striking the period at 24
the end and inserting a semicolon; and 25

(3) by adding at the end the following new 1
paragraphs: 2
‘‘(4) providing educational information to small 3
business concerns owned and controlled by women 4
on— 5
‘‘(A) hiring graduates from career and 6
technical education programs; and 7
‘‘(B) career and technical education pro-8
grams relevant to such concerns, including how 9
to use such programs to satisfy hiring needs of 10
such concerns; 11
‘‘(5) providing information to career and tech-12
nical education programs about how students and 13
graduates of such programs can access resources 14
and services of women’s business centers to start 15
and expand a small business concern; and 16
‘‘(6) as appropriate, connecting small business 17
concerns owned and controlled by women with career 18
and technical education programs to assist students 19
and graduates of such programs with identifying ca-20
reer opportunities.’’. 21
