A BILL 
To reform the civil investigative demand process of the 
Bureau of Consumer Financial Protection. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Civil Investigative De-4
mand Reform Act of 2025’’. 5
SEC. 2. CIVIL INVESTIGATIVE DEMANDS. 6
(a) D
EMANDPERIOD.—Section 1052(c)(1) of the 7
Consumer Financial Protection Act of 2010 (12 U.S.C. 8
5562(c)(1)) is amended by inserting after ‘‘before the in-9
stitution of any proceedings under the Federal consumer 10

financial law’’ the following: ‘‘, but not later than 6 years 1
after the date of such violation’’. 2
(b) D
EMANDREQUIREMENTS.—Section 1052(c)(2) 3
of the Consumer Financial Protection Act of 2010 (12 4
U.S.C. 5562(c)(2)) is amended by inserting after ‘‘con-5
duct’’ the following: ‘‘, with specific reference to particular 6
facts,’’. 7

TTORNEY REPRESENTATION.—Section 8
1052(c)(13)(D) of the Consumer Financial Protection Act 9
of 2010 (12 U.S.C. 5562(c)(13)(D)) is amended by adding 10
at the end the following: 11

UESTION AND RESPONSE .— 12
‘‘(I) A
DVISING ATTORNEY .—An 13
attorney advising a person described 14
in clause (i) may submit to the Bu-15
reau questions related to the scope or 16
breadth of the demand. 17
‘‘(II) B
UREAU RESPONSE .—The 18
Bureau shall submit to the attorney 19
advising a person described in clause 20
(i) a response to any question sub-21
mitted under subclause (I) during the 22
shorter of— 23

‘‘(aa) a period that is 20 1
days after the date that the ques-2
tions are submitted; or 3
‘‘(bb) a period equal to the 4
period beginning on the date of 5
service of the civil investigative 6
demand and ending on the return 7
date specified in the demand. 8
‘‘(III) E
XTENSION OF RETURN 9
DATE AND PETITION DEADLINE .—In 10
a case in which questions are sub-11
mitted under subclause (I), the Bu-12
reau may include with the response 13
required under subclause (II) an ex-14
tension of the return date and the 15
deadline to file a petition with the Bu-16
reau for an order modifying or setting 17
aside the demand.’’. 18
(d) C
ONFIDENTIALTREATMENT OF PETITIONS.— 19
Section 1052(d)) of the Consumer Financial Protection 20
Act of 2010 (12 U.S.C. 5562(d)) is amended— 21
(1) in the subsection heading, by inserting ‘‘and 22
petitions’’ after ‘‘demand material’’; and 23
(2) in paragraph (1), strike ‘‘and tangible 24
things’’ and insert ‘‘, tangible things, and the con-25

tents of any petition submitted to the Bureau in ac-1
cordance with subsection (f)’’. 2
(e) S
PECIFICGROUNDSTOSETASIDE.—Section 3
1052(f)(3) of the Consumer Financial Protection Act of 4
2010 (12 U.S.C. 5562(f)(3)) is amended by striking 5
‘‘upon any failure’’ and all that follows through the period 6
at the end and inserting the following: ‘‘upon any— 7
‘‘(A) failure of the demand to comply with 8
the provisions of this section; 9
‘‘(B) constitutional or other legal right or 10
privilege of such person; or 11
‘‘(C) demonstration that the demand is— 12
‘‘(i) unduly burdensome, dispropor-13
tionately expensive, and outside the scope 14
of the inquiry; or 15
‘‘(ii) unreasonably cumulative or du-16
plicative, or can be obtained from some 17
other source that is more convenient, less 18
burdensome, or less expensive.’’. 19
(f) J
UDICIALREVIEW.—Section 1052(f) of the Con-20
sumer Financial Protection Act of 2010 (12 U.S.C. 21
5562(f)) is amended by adding at the end the following: 22
