To rescind unobligated COVID–19 relief funds and certain
infrastructure funds to offset the cost of the supple-
mental foreign assistance made available for fiscal year
2024, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLES. 3
This Act may be cited as any of the following: 4
(1) The ‘‘Cutting Unobligated Tumultuous 5
Spending Act’’. 6

SEC. 2. RESCISSIONS. 3
(a) COVID–19 R
ESCISSIONS.— 4
(1) I
N GENERAL.—The unobligated balances of 5
any COVID–19 relief funds are hereby rescinded to 6
the extent that the sum of such rescinded funds does 7
not exceed the total amount appropriated under the 8
following Acts: 9
(A) The Israel Security Supplemental Ap-10
propriations Act, 2024 (Division A of Public 11
Law 118–50). 12
(B) The Ukraine Security Supplemental 13
Appropriations Act, 2024 (Division B of Public 14
Law 118–50). 15
(C) The Indo-Pacific Security Supple-16
mental Appropriations Act, 2024 (division C of 17
Public Law 118–50). 18
(2) COVID–19
RELIEF FUNDS DEFINED .—In 19
this section, the term ‘‘COVID–19 relief funds’’ 20
means any funds appropriated or otherwise made 21
available by— 22
(A) the Coronavirus Preparedness and Re-23
sponse Supplemental Appropriations Act, 2020 24
(Public Law 116–123); 25

(B) the CARES Act (Public Law 116– 1

(C) the Paycheck Protection Program and 3
Health Care Enhancement Act (Public Law 4
116–139); 5
(D) the Coronavirus Response and Relief 6
Supplemental Appropriations Act, 2021 (Divi-7
sion M of Public Law 116–260); 8
(E) division N of the Consolidated Appro-9
priations Act, 2021 (Public Law 116–260); or 10
(F) the American Rescue Plan Act of 2021 11
(Public Law 117–2). 12
(b) I
NFRASTRUCTURE RESCISSIONS.—Any unobli-13
gated funds appropriated to any of the following are here-14
by rescinded: 15
(1) The Education Stabilization Fund under 16
the heading ‘‘Department of Education’’ in title VIII 17
of division B of the CARES Act (Public Law 116– 18
136; 134 Stat. 564). 19
(2) The Congestion Mitigation and Air Quality 20
Improvement Program established in section 149 of 21
title 23, United States Code. 22
(3) The Carbon Reduction Program established 23
in section 175 of title 23, United States Code. 24
