be subsequently determined by the Speaker, in each case for consider-
ation of such provisions as fall within the jurisdiction of the committee 
concerned 
A BILL 
To terminate the Shelter and Services Program of the Fed-
eral Emergency Management Agency, and for other pur-
poses. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘End FEMA Benefits 4
for Illegal Immigrants Act’’. 5

SEC. 2. TERMINATION. 1
(a) P
ROHIBITION.—The Administrator of the Federal 2
Emergency Management Agency may not carry out any 3
program to support sheltering and related activities pro-4
vided by non-Federal entities, including facility improve-5
ments and construction, in support of relieving over-6
crowding in short-term holding facilities of U.S. Customs 7
and Border Protection. 8
(b) R
ESCISSION.—The unobligated balances of the 9
following amounts are rescinded: 10
(1) The amounts made available and trans-11
ferred to the Federal Emergency Management Agen-12
cy in the matter under the heading ‘‘
OPERATIONS 13
AND SUPPORT’’ under the heading ‘‘U.S. CUSTOMS 14
ANDBORDERPROTECTION’’ under the heading 15
‘‘SECURITY, ENFORCEMENT, AND INVES-16
TIGATIONS’’ in title II of division F of the Con-17
solidated Appropriations Act of 2023 (Public Law 18
117–328; 136 Stat. 4730). 19
(2) The amounts made available and trans-20
ferred to the Federal Emergency Management Agen-21
cy in the matter under the heading ‘‘
OPERATIONS 22
AND SUPPORT’’ under the heading ‘‘U.S. CUSTOMS 23
ANDBORDERPROTECTION’’ under the heading 24
