To amend the Homeland Security Act of 2002 to enable
secure and trustworthy technology through other trans-
action contracting authority, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Producing Advanced 4
Technologies for Homeland Security Act’’ or the ‘‘PATHS 5
Act’’. 6

PILOT PROGRAM EXTENSION. 2
(a) I
NGENERAL.—Section 831 of the Homeland Se-3
curity Act of 2002 (6 U.S.C. 391) is amended— 4
(1) in subsection (a)— 5
(A) in the matter preceding paragraph (1), 6
by striking ‘‘Until September 30, 2024, and 7
subject to subsection (d)’’ and inserting ‘‘Until 8
September 30, 2028, and subject to subsection 9
(c)’’; and 10
(B) by adding at the end the following new 11
paragraph: 12
‘‘(3) O
THER TRANSACTION AUTHORITY INVOLV -13
ING ARTIFICIAL INTELLIGENCE .—Not later than 72 14
hours after the use or extension of the transaction 15
authority authorized under paragraph (1) involving 16
artificial intelligence technology, the Secretary shall 17
notify the Committee on Appropriations and the 18
Committee on Homeland Security and Governmental 19
Affairs of the Senate and the Committee on Appro-20
priations and the Committee on Homeland Security 21
of the House of Representatives and offer a briefing 22
explaining the reason for the use or extension.’’; and 23
(2) in subsection (c)(1), in the matter preceding 24
subparagraph (A), by striking ‘‘September 30, 25
2024’’ and inserting ‘‘September 30, 2028’’. 26

WARD.—Subparagraph (A) of section 7113(d)(1) of the 2
James M. Inhofe National Defense Authorization Act for 3
Fiscal Year 2023 (6 U.S.C. 112 note; Public Law 117– 4
263) is amended by striking ‘‘$4,000,000’’ and inserting 5
‘‘$1,000,000’’. 6
