AN ACT 
To amend the Homeland Security Act of 2002 to enable 
secure and trustworthy technology through other trans-
action contracting authority, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2 2

SECTION 1. SHORT TITLE. 1
This Act may be cited as the ‘‘Producing Advanced 2
Technologies for Homeland Security Act’’ or the ‘‘PATHS 3
Act’’. 4
SEC. 2. RESEARCH AND DEVELOPMENT ACQUISITION 5
PILOT PROGRAM EXTENSION. 6
(a) I
NGENERAL.—Section 831 of the Homeland Se-7
curity Act of 2002 (6 U.S.C. 391) is amended— 8
(1) in subsection (a)— 9
(A) in the matter preceding paragraph (1), 10
by striking ‘‘Until September 30, 2024, and 11
subject to subsection (d)’’ and inserting ‘‘Until 12
September 30, 2028, and subject to subsection 13
(c)’’; and 14
(B) by adding at the end the following new 15
paragraph: 16
‘‘(3) O
THER TRANSACTION AUTHORITY INVOLV -17
ING ARTIFICIAL INTELLIGENCE .—Not later than 72 18
hours after the use or extension of the transaction 19
authority authorized under paragraph (1) involving 20
artificial intelligence technology, the Secretary shall 21
notify the Committee on Appropriations and the 22
Committee on Homeland Security and Governmental 23
Affairs of the Senate and the Committee on Appro-24
priations and the Committee on Homeland Security 25 3

of the House of Representatives and offer a briefing 1
explaining the reason for the use or extension.’’; and 2
(2) in subsection (c)(1), in the matter preceding 3
subparagraph (A), by striking ‘‘September 30, 4
2024’’ and inserting ‘‘September 30, 2028’’. 5

EDUCTION INAMOUNT OFCOVEREDCONTRACT 6
A
WARD.—Subparagraph (A) of section 7113(d)(1) of the 7
James M. Inhofe National Defense Authorization Act for 8
Fiscal Year 2023 (6 U.S.C. 112 note; Public Law 117– 9
263) is amended by striking ‘‘$4,000,000’’ and inserting 10
‘‘$1,000,000’’. 11
