To prohibit any transactions using Alipay in the United
States.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘No Alipay Act of 4
2025’’. 5
SEC. 2. PROHIBITION ON USE OF ALIPAY. 6
No financial transactions between AliPay (China) 7
Internet Technology Company Limited (referred to in this 8
Act as ‘‘AliPay’’) and a United States person are per-9
mitted, including the use of any application or payment 10
processing services operated by Alipay. 11

SEC. 3. DEFINITIONS. 1
In this Act: 2
(1) The term ‘‘United States person’’ means— 3
(A) a national of the United States; 4
(B) an alien lawfully admitted for perma-5
nent residence; 6
(C) an entity organized under the laws of 7
the United States or under the laws of any ju-8
risdiction within the United States (including a 9
foreign branch of such an entity); or 10
(D) an individual who is physically present 11
in the United States. 12
(2) The term ‘‘financial transaction’’ means— 13
(A) a transaction which in any way or de-14
gree affects interstate or foreign commerce— 15
(i) involving the movement of funds 16
by wire or other means; or 17
(ii) involving one or more monetary 18
instruments; or 19
(B) a transaction involving the use of a fi-20
nancial institution which is engaged in, or the 21
activities of which affect, interstate or foreign 22
commerce in any way or degree. 23
