bill; which was referred to the Committee on Energy and Commerce, and 
in addition to the Committees on Foreign Affairs, Natural Resources, 
Ways and Means, Oversight and Government Reform, Agriculture, Armed 
Services, Financial Services, and Transportation and Infrastructure, for 
a period to be subsequently determined by the Speaker, in each case for 
consideration of such provisions as fall within the jurisdiction of the com-
mittee concerned 
A BILL 
To repeal certain executive orders. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. REPEAL OF EXECUTIVE ORDERS. 3
(a) I
NGENERAL.—Effective beginning on the date 4
of enactment of this Act, the Executive Orders described 5
in subsection (b) shall have no force or effect and no Fed-6
eral funds may be used to implement, administer, enforce, 7
or carry out those Executive Orders. 8

American Energy’’ issued January 20, 2025. 4
(2) Executive Order entitled ‘‘Putting America 5
First in International Environmental Agreements’’ 6
issued January 20, 2025. 7
(3) Executive Order entitled ‘‘Declaring a Na-8
tional Energy Emergency’’ issued January 20, 2025. 9
(4) Executive Order entitled ‘‘Temporary With-10
drawal of All Areas on the Outer Continental Shelf 11
from Offshore Wind Leasing and Review of the Fed-12
eral Government’s Leasing and Permitting Practices 13
for Wind Projects’’ issued January 20, 2025. 14
SEC. 2. SAVINGS PROVISION. 15
Nothing in this Act shall be construed to impair any 16
authority granted to the President. 17
