Be it enacted by the Senate and House of Representa-1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Move the ICC Out 4 of NYC Act of 2025’’. 5 SEC. 2. FINDINGS. 6 Congress finds the following: 7 (1) The Senate ratified the Charter of the 8 United Nations in 1945, finalizing the accession of 9 the United States to the United Nations. 10 VerDate Sep 11 2014 22:57 Mar 18, 2025 Jkt 059200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H1839.IH H1839 kjohnson on DSK7ZCZBW3PROD with $$_JOB 2 •HR 1839 IH (2) Congress enacted the Joint Resolution of 1 August 4, 1947 (61 Stat. 756, chapter 482; 22 2 U.S.C. 287 note) (commonly known as the ‘‘United 3 Nations Headquarters Agreement Act’’) to authorize 4 the United Nations headquarters in New York, New 5 York. 6 (3) The Senate has not ratified the Rome Stat-7 ute of the International Criminal Court. 8 (4) The International Criminal Court has no ju-9 risdiction within the United States or over United 10 States persons. 11 (5) The International Criminal Court maintains 12 an office within the United Nations headquarters in 13 New York, New York. 14 (6) Since its approval by Congress, the United 15 Nations Headquarters Agreement has been amended 16 through supplemental agreements, with the United 17 States Ambassador to the United Nations serving as 18 representative of the United States. 19 SEC. 3.
