To revise the boundaries of a unit of the John H. Chafee
Coastal Barrier Resources System in Topsail, North
Carolina, and for other purposes.
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Town of North Topsail 4
Beach Coastal Barrier Resources System Map Amend-5
ment Act of 2025’’. 6
SEC. 2. CORRECTION TO MAP. 7
(a) I
NGENERAL.—Not later than 30 days after the 8
date of enactment of this Act, the Secretary of the Interior 9
shall make such corrections to the map described in sub-10

section (d) as are necessary to exclude from unit L06 of 1
the John H. Chafee Coastal Barrier Resources System 2
each parcel in the town of North Topsail Beach, North 3
Carolina, that is designated by local zoning ordinance for 4
purposes other than conservation as of the date of enact-5
ment of this Act. 6
(b) A
PPLICATION OFCORRECTION.— 7
(1) I
N GENERAL.—The Secretary shall consider 8
each parcel described in subsection (a) to meet the 9
criteria described in subparagraph (B) of section 10
4(g)(1) of the Coastal Barrier Resources Act (16 11
U.S.C. 3503(g)(1)). 12
(2) C
LARIFICATION.—This Act applies only to 13
areas of unit L06 that are within the municipality 14
of the town of North Topsail Beach. 15
(c) D
EFINITION OFLOCALZONINGORDINANCE.—In 16
this section, the term ‘‘local zoning ordinance’’ means zon-17
ing regulations in effect for the town of North Topsail 18
Beach, North Carolina, as of the date of enactment of this 19
Act. 20
(d) M
APDESCRIBED.—The map referred to in sub-21
section (a) is a map that— 22
(1) is included in a set of maps as part of the 23
John H. Chafee Coastal Barrier Resources System 24
