To amend the National Agricultural Research, Extension, 
and Teaching Policy Act of 1977 to establish the Climate 
Scientific Research Advisory Committee and the Rural 
Climate Alliance Network, and for other purposes. 
Be it enacted by the Senate and House of Representa-1
tives of the United States of America in Congress assembled, 2
SECTION 1. SHORT TITLE. 3
This Act may be cited as the ‘‘Improving Coordina-4
tion of Agriculture Research and Data Act’’. 5
SEC. 2. PURPOSES. 6
The purposes of this Act are— 7

(1) to strategically align agriculture climate re-1
search and data systems; 2
(2) to strengthen technical assistance and tech-3
nology transfer; and 4
(3) to establish a national agriculture climate 5
research agenda to mitigate and adapt to climate 6
change. 7
SEC. 3. AGRICULTURE CLIMATE RESEARCH COORDINA-8
TION AND DATA. 9
(a) A
GRICULTURECLIMATESCIENTIFICRESEARCH 10
A
DVISORYCOMMITTEE.—Subtitle B of the National Agri-11
cultural Research, Extension, and Teaching Policy Act of 12
1977 (7 U.S.C. 3121 et seq.) is amended by adding at 13
the end the following: 14
‘‘SEC. 1413C. AGRICULTURE CLIMATE SCIENTIFIC RE-15
SEARCH ADVISORY COMMITTEE. 16
‘‘(a) E
STABLISHMENT.—The Secretary shall estab-17
lish within the Office of the Chief Scientist an advisory 18
committee, to be known as the ‘Agriculture Climate Sci-19
entific Research Advisory Committee’ (referred to in this 20
section as the ‘Committee’). 21
‘‘(b) D
UTIES.—The Committee shall— 22
‘‘(1) review, and make recommendations and 23
provide consultation to the Secretary regarding, the 24

long-term and short-term national policies and prior-1
ities of the Department of Agriculture for— 2
‘‘(A) data collection for climate-specific ag-3
ricultural research, extension, education, and 4
economics; and 5
‘‘(B) agricultural climate research priority 6
areas and scientific agendas for measuring, 7
monitoring, reporting, and verification of cli-8
mate and environmental outcomes that in-9
clude— 10
‘‘(i) carbon removal, carbon sequestra-11
tion, and greenhouse gas emission related 12
to agriculture; 13
‘‘(ii) soil health; 14
‘‘(iii) livestock methane production; 15
‘‘(iv) wetland management; and 16
‘‘(v) climate smart agriculture prac-17
tices; 18
‘‘(2) identify gaps in current agriculture climate 19
research and develop a biennial national research 20
agenda and annual scientific recommendations to 21
address areas of critical need for publicly funded ag-22
riculture climate research; 23
‘‘(3)(A) every 5 years, evaluate the results and 24
effectiveness of climate-specific agricultural research, 25

extension, education, and economics with respect to 1
the policies and priorities described in paragraph 2
(1); and 3
‘‘(B) make recommendations to the Secretary 4
based on such evaluation; 5
‘‘(4) review and make programmatic and pri-6
ority research recommendations to the Under Sec-7
retary for Research, Education, and Economics on 8
the climate-specific agricultural research, extension, 9
education, and economics described in paragraph 10
(3)(A); 11
‘‘(5) review and make recommendations on the 12
mechanisms of the Department of Agriculture for 13
technology assessment, which shall be conducted by 14
qualified professionals, for the purposes of— 15
‘‘(A) performance measurement and eval-16
uation of the implementation by the Secretary 17
of the strategic plan of the Department of Agri-18
culture required under section 306 of title 5, 19
United States Code; 20
‘‘(B) implementation of climate-specific na-21
tional research policies and priorities that are 22
consistent with the purposes described in sec-23
tion 1402; and 24

‘‘(C) the development of mechanisms for 1
the assessment of emerging public and private 2
climate-specific agricultural research and tech-3
nology transfer initiatives; 4
‘‘(6) every 5 years, establish and update stand-5
ardized data collection, management, and dissemina-6
tion protocols for— 7
‘‘(A) agriculture climate research programs 8
of the Department of Agriculture; and 9
‘‘(B) initiatives of the Rural Climate Alli-10
ance Network established under section 11
1419(c); 12
‘‘(7)(A) consult with industry groups, producer 13
networks, advocacy organizations, scientific societies, 14
and higher education associations on climate-specific 15
agricultural research, extension, education, and eco-16
nomics; and 17
‘‘(B) make recommendations to the Secretary 18
based on such consultation; 19
‘‘(8) consult with, and receive communications 20
from, other Federal departments and agencies on 21
climate plans and priorities relating to agriculture 22
and forestry for the purpose of advising the Sec-23
retary of opportunities for collaboration, coordina-24
tion, and avoiding duplication; 25

‘‘(9)(A) review climate research technology 1
transfer and new scientific practices for climate miti-2
gation and adaptation; and 3
‘‘(B) make recommendations to the Rural Cli-4
mate Alliance Network established under section 5
1419(c) based on such review; and 6
‘‘(10) review and suggest annual budget rec-7
ommendations to support a climate research agenda 8
for the Secretary to propose in each annual budget 9
of the Department of Agriculture. 10
‘‘(c) M
EMBERSHIP.— 11
‘‘(1) N
UMBER AND APPOINTMENT .— 12
‘‘(A) I
N GENERAL.—The Committee shall 13
be composed of 18 members as follows: 14
‘‘(i) The Secretary. 15
‘‘(ii) The Chief Scientist. 16
‘‘(iii) The Director of the Global Cli-17
mate Change Program established under 18
section 2402 of the Food, Agriculture, 19
Conservation, and Trade Act of 1990 (7 20
U.S.C. 6701). 21
‘‘(iv) The Under Secretary for Nat-22
ural Resources and Environment. 23
‘‘(v) The Under Secretary for Farm 24
Production and Conservation. 25

‘‘(B) NOMINATING ENTITIES DE -1
SCRIBED.—The nominating entities described in 2
this subparagraph are organizations, associa-3
tions, societies, cooperative extensions, State 4
agricultural experiment stations, technical as-5
sistance provider organizations, councils, fed-6
erations, producer groups, agriculture manufac-7
turing entities, restaurants, the food service in-8
dustry, the agriculture technology industry, en-9
vironmental organizations, forestry organiza-10
tions, nonprofit organizations, and companies 11
or other entities as determined appropriate by 12
the Secretary. 13
‘‘(2) T
ERMS.— 14
‘‘(A) I
N GENERAL.—Except as provided in 15
subparagraph (B), members of the Committee 16
appointed under clause (xiv) or (xv) of para-17
graph (1)(A) shall be appointed for a term of 18
not more than 6 years. 19
‘‘(B) T
ERMS OF INITIAL APPOINTEES .— 20
The initial members of the Committee ap-21
pointed under clause (xiv) or (xv) of paragraph 22
(1)(A) shall be appointed for the following 23
terms: 24

2 years, which may be extended by the 2
Secretary for an additional 6 years. 3
‘‘(ii) 2 shall be appointed for a term 4
of 4 years, which may be extended by the 5
Secretary for an additional 6 years. 6
‘‘(iii) 1 shall be appointed for a term 7
of 6 years. 8
‘‘(C) L
IMITATION.—Except as provided in 9
subparagraph (B), members of the Committee 10
appointed under clause (xiv) or (xv) of para-11
graph (1)(A) may not serve consecutive terms 12
on the Committee. 13
‘‘(D) V
ACANCIES.—Any vacancy on the 14
Committee— 15
‘‘(i) shall not affect the duties of the 16
Committee under this section; and 17
‘‘(ii) shall be filled in the same man-18
ner as the original appointment. 19
‘‘(3) C
HAIRPERSON, VICE CHAIRPERSON, AND 20
EXECUTIVE SUBCOMMITTEE .— 21
‘‘(A) E
LECTION.—At the first meeting of 22
the Committee each calendar year, the Com-23
mittee shall elect from among the members of 24
the Committee— 25

‘‘(ii) a vice chairperson; and 2
‘‘(iii) 7 members to serve on the exec-3
utive subcommittee established under sub-4
paragraph (B). 5
‘‘(B) E
XECUTIVE SUBCOMMITTEE .—The 6
Committee shall establish an executive sub-7
committee charged with the responsibility of 8
working with the Secretary and officers and 9
employees of the Department of Agriculture to 10
summarize and disseminate the recommenda-11
tions of the Committee. 12
‘‘(d) C
ONSULTATION AND RECOMMENDATIONS .— 13
‘‘(1) D
UTIES OF COMMITTEE .—In fulfilling the 14
duties of the Committee under this section, the 15
Committee shall consult with appropriate agencies of 16
the Department of Agriculture. 17
‘‘(2) D
UTIES OF SECRETARY .—After receiving 18
recommendations from the Committee pursuant to 19
any provision in this section, the Secretary shall pro-20
vide a written response to the Committee regarding 21
the manner and extent to which the Secretary will 22
implement such recommendations. 23

‘‘(1) APPOINTMENT OF EXECUTIVE DIRECTOR 1
AND STAFF.—To assist the Committee in the per-2
formance of the duties of the Committee, the Sec-3
retary may appoint, without regard to the civil serv-4
ice laws, and after consultation with the chairperson 5
of the Committee— 6
‘‘(A) a full-time executive director, who 7
shall— 8
‘‘(i) perform such duties as the chair-9
person of the Committee may direct; and 10
‘‘(ii) receive compensation at a rate 11
not to exceed the rate payable for GS–15 12
of the General Schedule established by sec-13
tion 5332 of title 5, United States Code; 14
and 15
‘‘(B) a professional staff of not more than 16
3 full-time employees qualified in climate-spe-17
cific agricultural research, extension, education, 18
and economics, of which 1 shall serve as the ex-19
ecutive secretary of the Committee. 20
‘‘(2) A
DDITIONAL ASSISTANCE AND PER -21
SONNEL.—The Secretary shall detail, on a reimburs-22
able basis, personnel of the Department of Agri-23
culture to the Committee as necessary to assist the 24

Commission in carrying out its duties under this sec-1
tion. 2
‘‘(3) C
OMPENSATION OF MEMBERS .— 3
‘‘(A) I
N GENERAL.—Except as provided in 4
subparagraph (B), members of the Committee 5
shall serve without pay for each day during 6
which such members are engaged in the actual 7
performance of duties vested in the Committee. 8
‘‘(B) P
ROHIBITION OF COMPENSATION OF 9
FEDERAL EMPLOYEES .—Members of the Com-10
mittee who are full-time officers or employees of 11
the United States may not receive additional 12
pay, allowances, or benefits by reason of their 13
service on the Committee. 14
‘‘(C) T
RAVEL EXPENSES.—A member of 15
the Committee shall be allowed travel expenses, 16
including per diem in lieu of subsistence, at 17
rates authorized for employees of agencies 18
under subchapter I of chapter 57 of title 5, 19
United States Code, while away from the home 20
or regular place of business of the member in 21
the performance of services for the Committee. 22
‘‘(f) F

TER.—The Committee shall be deemed to have filed a 24
charter for the purpose of section 1008(c) of title 5, 25

United States Code (commonly known as the ‘Federal Ad-1
visory Committee Act’). 2
‘‘(g) T
ERMINATION.—Section 1013(a)(2) of title 5, 3
United States Code, (relating to the termination of advi-4
sory committees) shall not apply to the Committee. 5
‘‘(h) C
OMMITTEEEXPENSESNOTCOUNTEDTO-6
WARDGENERALLIMITATIONS.—The expenses of the 7
Committee shall not be counted toward any general limita-8
tion on the expenses of advisory committees, panels, com-9
missions, and task forces of the Department of Agri-10
culture contained in any Act making appropriations for 11
the Department of Agriculture, whether enacted before, 12
on, or after the date of enactment of this section, unless 13
the appropriation Act specifically refers to this subsection 14
and specifically includes the Committee within the general 15
limitation.’’. 16

URALCLIMATEALLIANCENETWORK.—Subtitle 17
C of title XIV of the National Agricultural Research, Ex-18
tension, and Teaching Policy Act of 1977 is amended by 19
inserting after section 1418 (7 U.S.C. 3153) the following: 20
‘‘SEC. 1419. RURAL CLIMATE ALLIANCE NETWORK. 21
‘‘(a) D
EFINITION OFAGRICULTURALPRODUCER.— 22
In this section, the term ‘agricultural producer’ means an 23
individual who is engaged in farming, ranching, forestry, 24
aquaculture, or another occupation relating to agriculture. 25

‘‘(b) PURPOSES.—The purposes of this section are— 1
‘‘(1) to provide science-based climate adaptation 2
and mitigation assistance and training programs to 3
rural communities and agricultural producers; 4
‘‘(2) to coordinate the transfer of new tech-5
nology and research relating to climate change that 6
will impact behavioral and management changes to 7
agricultural systems, including to— 8
‘‘(A) individuals who work in the field of 9
climate science, including agricultural pro-10
ducers; and 11
‘‘(B) individuals, organizations, and other 12
entities with an established history of working 13
with agricultural producers; 14
‘‘(3) to improve agriculture research collabora-15
tion, data collection, and partnerships and the shar-16
ing of information about new scientific advance-17
ments in climate research, as well as inform future 18
research efforts; and 19
‘‘(4) to facilitate the exchange of regional agri-20
culture climate data and research through a network 21
of partners. 22
‘‘(c) R
URALCLIMATEALLIANCENETWORK.— 23
‘‘(1) I
N GENERAL.—The Secretary shall estab-24
lish and administer through the Climate Hubs a net-25

work, to be known as the ‘Rural Climate Alliance 1
Network’ (referred to in this subsection as the ‘Net-2
work’)— 3
‘‘(A) that serves as a coordination hub for 4
the provision of agriculture climate research, 5
climate data, extension, and technical assistance 6
for agricultural producers, the food and agricul-7
tural industry, nonprofit organizations relating 8
to food and agriculture, and researchers relat-9
ing to food and agriculture to address the ef-10
fects of climate change; and 11
‘‘(B) to improve— 12
‘‘(i) responses to climate disasters 13
through data collection and information 14
sharing; 15
‘‘(ii) communication of climate risks; 16
‘‘(iii) accessible education and tech-17
nical transfer of climate-related, regionally 18
relevant agricultural data and research to 19
agricultural producers in all regionally ap-20
propriate languages; 21
‘‘(iv) tools and networks that deliver 22
information to prevent damage from ex-23
treme weather events, pest and disease 24

outbreaks, and other related climate 1
change impacts; 2
‘‘(v) communication between agricul-3
tural producers and the agricultural re-4
search community to ensure that agricul-5
tural research considers the perspectives of 6
agricultural producers, such as changes in 7
yield and fluctuating costs of inputs; 8
‘‘(vi) coordination between other Fed-9
eral agencies, as the Secretary determines 10
appropriate; and 11
‘‘(vii) coordination between entities in 12
the private sector, such as participants in 13
the agricultural and food supply chains 14
that work with agricultural producers, re-15
lating to climate data, adaptation, mitiga-16
tion, and response. 17
‘‘(2) C
OMPOSITION.—The Network shall in-18
clude— 19
‘‘(A) entities, and employees of entities, 20
that conduct research, exchange data, provide 21
monitoring and verification services, or provide 22
technical assistance relating to food and agri-23
culture, including— 24
‘‘(i) colleges and universities; 25

‘‘(iii) State extension services; 2
‘‘(iv) State departments of agri-3
culture; 4
‘‘(v) State agricultural experiment 5
stations; 6
‘‘(vi) Indian Tribes (as defined in sec-7
tion 4 of the Indian Self-Determination 8
and Education Assistance Act (25 U.S.C. 9
5304)); 10
‘‘(vii) qualified nonprofit organiza-11
tions, as determined by the Secretary; 12
‘‘(viii) qualified private businesses, as 13
determined by the Secretary; 14
‘‘(ix) agricultural producers, producer 15
groups, or producer organizations, includ-16
ing agricultural trade associations and re-17
search and promotion boards (commonly 18
known as ‘checkoffs’); 19
‘‘(x) agencies and offices within the 20
Department of Agriculture; and 21
‘‘(xi) any other technical assistance 22
provider, research entity, or data analytics 23
entity that the Secretary determines to be 24
qualified to participate in the Network; 25

networks within the Department of Agriculture, 2
including— 3
‘‘(i) the Long-Term Agroecosystem 4
Research Network; 5
‘‘(ii) the Extension Disaster Edu-6
cation Network; 7
‘‘(iii) the Eastern Forest Environ-8
mental Threat Assessment Center; 9
‘‘(iv) the Western Wildland Environ-10
mental Threat Assessment Center; 11
‘‘(v) the Sustainable Agriculture Re-12
search and Education program; 13
‘‘(vi) the National Soil Dynamics Lab-14
oratory; 15
‘‘(vii) the National Cooperative Soil 16
Survey; 17
‘‘(viii) the Economic Research Service; 18
‘‘(ix) regional and rural development 19
centers; and 20
‘‘(x) other existing climate-related re-21
search networks within the Department of 22
Agriculture that the Secretary determines 23
to be appropriate to participate in the Net-24
work; and 25

‘‘(i) the Foundation for Food and Ag-5
riculture Research; 6
‘‘(ii) the U.S. Global Change Research 7
Program; 8
‘‘(iii) State and public weather station 9
networks; 10
‘‘(iv) the National Weather Service 11
and other weather data systems within the 12
National Oceanic and Atmospheric Admin-13
istration; 14
‘‘(v) the harvest program of the Na-15
tional Aeronautics and Space Administra-16
tion; and 17
‘‘(vi) other existing local, State, or 18
Federal climate-related research networks, 19
as determined by the Secretary. 20
‘‘(d) A

pacity to mitigate, respond to, and recover 3
from climate change disasters, including— 4
‘‘(I) programs of the Agricultural 5
Research Service; 6
‘‘(II) the Agriculture and Food 7
Research Initiative; 8
‘‘(III) the Sustainable Agri-9
culture Research and Education pro-10
gram; 11
‘‘(IV) the Agriculture Advanced 12
Research and Development Authority; 13
and 14
‘‘(V) programs of the Foundation 15
for Food and Agriculture Research; 16
‘‘(ii) inform and advise about agricul-17
tural climate variability, change, vulner-18
ability, risk, adaptation, and mitigation; 19
‘‘(iii) respond to climate impacts on 20
ecosystems, economics, and diversity; 21
‘‘(iv) collect and store agricultural cli-22
mate data to share with other individuals 23
and entities within the Network and Fed-24
eral research partners; 25

‘‘(v) assist agricultural producers in 1
implementing new management approaches 2
to adapt to, reduce the risk of, and provide 3
societal solutions to mitigate climate 4
change; 5
‘‘(vi) transfer technology, research 6
outcomes, and information; and 7
‘‘(vii) improve climate change aware-8
ness, education, and planning assistance, 9
as necessary; and 10
‘‘(B) enter into cooperative agreements or 11
contracts, on a multiyear basis, with commu-12
nity-based, direct-service organizations to ini-13
tiate, expand, or sustain— 14
‘‘(i) activities carried out under sub-15
paragraph (A) and paragraph (2); or 16
‘‘(ii) programs described in subsection 17
(b)(1). 18
‘‘(2) M
EANS DESCRIBED.—An eligible entity 19
may carry out the activities described in paragraph 20
(1)(A) through— 21
‘‘(A) the development of phone technology, 22
online applications, websites, handbooks, manu-23
als, publications, warning systems, and other 24

‘‘(B) training, including training programs 3

‘‘(i) crop insurance agents; 6
‘‘(ii) loan and credit officers; 7
‘‘(iii) agricultural suppliers; 8
‘‘(iv) agricultural producers; 9
‘‘(v) State cooperative agents; 10
‘‘(vi) third-party providers (as defined 11
in section 1242(a) of the Food Security 12
Act of 1985 (16 U.S.C. 3842(a))); 13
‘‘(vii) Certified Crop Advisers and 14
Certified Professional Soil Scientists cer-15
tified by the American Society of Agron-16
omy; 17
‘‘(viii) Federal officers and employees, 18
including officers and employees of the 19
Natural Resources Conservation Service, 20
the Farm Service Agency, the Agricultural 21
Research Service, and the Forest Service; 22
‘‘(ix) non-Federal technical assistance 23
providers; 24

‘‘(x) climate change experts who work 1
with agricultural producers; and 2
‘‘(xi) other individuals and entities 3
that may— 4
‘‘(I) assist agricultural producers 5
who are vulnerable to climate impacts; 6
or 7
‘‘(II) provide societal solutions to 8
mitigate the climate impacts of agri-9
culture; 10
‘‘(C) curriculum development for managing 11
climate risks, mitigating climate change, and 12
understanding climate risks and economic im-13
plications; and 14
‘‘(D) such other means as the Secretary 15
determines to be appropriate. 16
‘‘(e) R
EPORT TOCONGRESS.— 17
‘‘(1) I
N GENERAL.—Not later than 1 year after 18
the date of enactment of the Improving Coordination 19
of Agriculture Research and Data Act, the Secretary 20
shall submit to Congress and any relevant Federal 21
department or agency, and make publicly available, 22
a report describing— 23

‘‘(A) the current needs of climate mitiga-1
tion and resilience research and data systems in 2
the food and agriculture sector; 3
‘‘(B) progress made toward developing and 4
adopting climate solutions across the food and 5
agriculture system; 6
‘‘(C) technical assistance needs of rural 7
communities and agricultural producers; 8
‘‘(D) actions and recommendations of the 9
Agriculture Climate Scientific Research Com-10
mittee (established under section 1413C); and 11
‘‘(E) recommended Federal budget activi-12
ties and funding levels for research, data sys-13
tems, and technical assistance priorities relating 14
to climate mitigation. 15
‘‘(2) C
ONTENTS.—The report under paragraph 16
(1) shall include— 17
‘‘(A) an inventory and assessment of ef-18
forts to support the climate change adaptation, 19
mitigation, risk management, and resilience 20
tools for agricultural producers by— 21
‘‘(i) the Federal Government; 22
‘‘(ii) States and territories of the 23
United States; 24

‘‘(vi) qualified nonprofit organizations, 8
as determined by the Secretary; 9
‘‘(vii) agriculture and food businesses; 10
‘‘(viii) State extension services; 11
‘‘(ix) land-grant colleges and univer-12
sities; and 13
‘‘(x) other appropriate entities, as de-14
termined by the Secretary; 15
‘‘(B) a baseline report on soil carbon se-16
questration on measurable soil carbon stocks 17
and sequestration; 18
‘‘(C) a description of the challenges faced 19
by agricultural producers that may impact the 20
climate change resilience of those agricultural 21
producers; 22
‘‘(D) a long-term strategy for responding 23
to the challenges described under subparagraph 24
(C) and recommendations based on best prac-25

‘‘(i) the agricultural workforce; 13
‘‘(ii) agricultural production; 14
‘‘(iii) rural families and communities, 15
including relating to food security; and 16
‘‘(iv) succession planning.’’. 17
